On prevailing side: this member voted with the winning side in 58 of 393 decisive votes (7 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

There needs to be some degree of fairness. I have no intention of taking my seat.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation

To register with the Teaching Council, teachers are required to do an immersive Gaeltacht course. That costs €1,500 and includes bed and board. That is not possible this year so they are doing an online course instead, for which they are being charged €1,300. Students on State courses will have that reimbursed but those in the private sector will not. Does the Minister accept that the charge of €1,300 for an online course is exorbitant when it is only €1,500 for a course which includes bed and board? Will he look i…

Health (Amendment) Bill 2021: Committee Stage (Resumed) and Remaining Stages

I will try to be reasonably brief so that everybody gets a chance to contribute. I understand there is not much time left. Is there another hour left for this debate? I do not intend to speak for an hour but want to make absolutely certain that everybody gets a chance to speak.

Health (Amendment) Bill 2021: Committee Stage (Resumed) and Remaining Stages

Okay and it is now approximately 3.30 p.m. I will be brief. We are dealing with section 3 of the Bill, if I am not mistaken and I will specifically speak to that-----

Health (Amendment) Bill 2021: Committee Stage (Resumed) and Remaining Stages

I will speak to the Bill as it would be if these amendments were introduced. I have no problem with quarantining per se but I think everybody agrees and all of the scientific advice indicates that if quarantine is to be introduced, it must done properly or it will be utterly ineffective. It will be almost arbitrary, if not discriminatory, if it is not introduced properly. There is no point in quarantining people from a particular country if they enter the State at one entry point but not doing so if they use a diff…

An tOrd Gnó - Order of Business

I wish to raise two objections, the first of which relates to the curtailing of debate on the Health (Amendment) Bill 2021 through the use of a guillotine. There is no reason to curtail this debate in circumstances where the Tánaiste has stated that the legislation would not be operational for a number of weeks. The only reason to curtail debate on this issue is to fix the loophole around fixed penalty notices that were handed out at ports and airports at the beginning of February. On "The Late Late Show", the Gard…

An tOrd Gnó - Order of Business

To fix it, it is proposed to rush legislation through that also rushes through legislative measures on quarantining that will not be enforced for a number of months. We will fix legislation that was flawed because of the speed it was run through the Houses with more flawed legislation that will be run through quickly and not be operational for weeks.

An tOrd Gnó - Order of Business

The second point I wish to make is that, presumably based on his legal advice, the Tánaiste has stated this legislation is expected to be challenged in the courts. The courts will do what they wish if it is challenged, but they ordinarily give deference to the fact that the Houses have determined that legislation is proportionate. However, this House will be curtailed in its debate, not by a vote of the entire House, but by a reduced number of Deputies. The number of reasoned amendments that could be tabled was red…
