I understand that the provisions of a Bill are determined by its Long Title, which, in this case, clearly includes a reference to amending the Health Act 1947. If the purpose of the Bill includes amending that Act and my amendment concerns an amendment to the Act, it would seem to me to be in order.

Nomination of Member of the Government: Motion
I wish the incoming Minister, Deputy McConalogue, well in his new role. He and I were first elected to Dáil Éireann on the same day and I wish him the very best in a role which has become something of a boat trip through the Bermuda Triangle in this Dáil. I hope that has come to an end and that Deputy McConalogue will be able to bring some stability to a role that desperately needs stability.

Standing Order 67, states: "A motion to rescind or amend a Resolution, other than a Resolution relating to an adjournment of the Dáil or to Standing Orders, can only be made on notice that shall specify the Resolution to be rescinded or amended." Is this a resolution to amend Standing Orders and, if it is, is it not clear from the Standing Orders that it does not require to be on notice? I have also asked if I can put an amendment.

I will begin by welcoming what the Minister intends to achieve with this Bill, which is to continue to provide support for people as the economy reopens and to provide an injection of economic stimulus. I read the Bill. Now they can go back to work if the employer sustains a 70% loss between 1 July and 31 December 2020. Those seasonal businesses could have lost, as they did lose, the entirety of the first half of the year's business. If they do not lose more than 30% of the second half of the year, they are not entitled to access the employment wage subsidy scheme. I endorse what has been said by previous speakers about the arts and artists. I might slightly disagree with Deputy Mattie McGrath. I do not know that we would be good Europeans by shooting everything down. We have adopted a far more restrictive approach than the rest of the European Union. One only has to look at the European Commission site, reopen.europa.eu , to see that very clearly.
