Hospitals are at breaking point. Some 1.34 million people are on health waiting lists. These are not just statistics; these are real people. An effort to address the decay that is obvious if you travel through many of the towns and villages in south Kildare and the Portarlington area of Laois is long overdue. What will the Government do about the mass closure of indoor play areas? What is happening appears to be due to insurance costs. Can the Government intervene to help commercial operators or will it instruct local authorities to step into the breach, either directly or through social enterprises? I welcome the report despite it being further evidence of the failure of successive Governments to address our country's defence needs. Protected Disclosures (Amendment) Bill 2022: Second Stage (Resumed)
I welcome the opportunity to speak on this Bill, the purpose of which is to transpose an EU directive from 2019 relating to the protection of persons who report breaches of EU law. The directive provides for a set of minimum standards for the protection of whistleblowers across the European Union. It was supposed to be transposed by December 2021. It will amend the principal Act to provide for once-off redundancy payments for workers in respect of certain lay-off periods from 13 March 2020 to 30 September 2021. Struggling workers and their families have had enough of token gestures. They have been insulted by an offer of a trip to Leinster House and there have been mixed messages about the pandemic bonus payment. Easing of Covid-19 Restrictions: Statements
I welcome the easing of restrictions but for some in society this is a huge cause for concern. We have already seen our older people left out of Government announcements, particularly those living in nursing homes. The Government has been slow to consider their needs. Those who are medically vulnerable and those with suppressed immune systems have been left to fend for themselves. National Broadband Plan: Statements
I looked at NBI's website earlier this week and the statistics on it are underwhelming. Almost 300,000 premises have been surveyed; 250,000 completed; more than 150,000 premises are under construction or constructed; and 55,000 premises are available for order. Apparently, 450 BCPs have been installed. However, we have learned from "Prime Time" in the past month or so that there are just 3,335 homes connected throughout the State. Progress has been painfully slow.

Higher Education Authority Bill 2022: Second Stage (Resumed)
Our higher education system needs reform. Unfortunately, this Bill is a missed opportunity to take the necessary action. It is welcome that this legislation will revoke the existing Higher Education Authority Act 1971, which is now over 50 years old. The legislation is an opportunity to reform the law in this area and to include progressive policies within the objectives of the Higher Education Authority and individual higher education institutes.
