I like Deputy Bacik's phrase that this goes beyond housing, because too much of the debate on vacancy and dereliction focuses on our immediate need in terms of supply. I heard Deputy Gould suggest that we could tackle the entire housing crisis if we tackled dereliction alone. Of course we know that is not true. When a debate of this nature occurs in the House it is due to a failure of a State service to deliver the service people expect. Whether that is medical cards, access to services for people with disabilities or older people, or, in this case, passports, the issue is an important one.
