I wonder whether the Minister of State has seen Ken Loach's fine film, "I, Daniel Blake", which reveals in horrifying detail the impact of a tiered system such as that being proposed. I have been contacted by parents of children who attend two different crèches in my constituency, namely, Discoveries Crèche and Montessori School in Firhouse and Chuckleberries Montessori and Crèche in Ballycullen.
