I want to come in on the issue of infant formula because the Minister has taken on board my request to have it included here. It is important to point out that amendment No. 105 is particularly strong on that because it states it is a matter of public concern and a public health matter. I thank the Minister for that. I thank the staff because there are a number of amendments replacing the one amendment I had in respect of this matter on Committee Stage. The matter was raised by some paper cup manufacturers, but we all saw it as a committee. As Senator Boylan has said, in the committee we discussed obsolescence and other issues around large items, electronic devices and white goods. The recommendation was for the Minister of State and the Department to investigate the matter. I will be keen to hear what investigation was done in that regard. I may not be that brief.
I just wished to come in on the point Senator Mullen raised because it is recognised as a valid point. Section 61(4)(d) reads "students or the students’ unions of the institution". My reading of this is that it means students of the institution. It cannot just be random students but must be the students of the institution as a whole. It would be worth checking that out because it is a valid argument. We need to make sure it cannot just be a couple of students who are consulted. That is really the point.
I will speak briefly because, as Senator Ruane outlined, this is more about getting things on record. I certainly agree with that. It is unfortunate that my amendment was ruled out of order. I know we are not dealing with that section now, but Senator Dooley's comments make my contribution relevant at this point.
