On prevailing side: this member voted with the winning side in 356 of 361 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

From our point of view, farmers are the custodians of the land. This climate transition will not happen without the participation of farmers, because they are there on the ground at, literally, the grassroots. Therefore, we must support them. If there is criticism of farming and farmers, it is certainly not coming from me. I state that because we in the Green Party recognise the part that farmers play. If assurances can be provided to farmers through these amendments regarding taking into account the work they are …

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

There are four different definitions of climate justice in these amendments. We also looked at the Mary Robinson Foundation definition in our pre-legislative scrutiny of this Bill and many of us were not happy with that. It took a lot of conversation to come up with the recommendations we came up with. What is in the Bill does not entirely align with the recommendations that were made. It shows the difficulty in coming up with a definition and putting it into a Bill. I would have to take issue with some of the comm…

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

There is a difference between politics and taking cheap, populist shots at other people who have spent hundreds of hours on this Bill. I will point out to Senator Gavan again that he was absent during those hours and his colleague, who was present, is not here today. We absolutely put a just transition at the centre of everything we do. I intend to propose my own amendment, No. 142, which is about a just transition. It is important to ensure that a just transition is part of the Title of this Bill. We discussed cli…

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

I just wish to say that the Green amendment inserts three words. It is the Sinn Féin amendment that only inserts one. I will also make another point. It is a similar case to that of the definitions of "climate justice". If I have counted correctly, five different wordings have been suggested for a definition of "just transition". I will make the same point as I made in respect of the definitions of "climate justice", which is that it is not easy to define these things. Everything we have said regarding our support …

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

I take on board the points Senator Ruane is making. However, myself and Senator Higgins are probably the only people here who sit on the Joint Committee on Environment and Climate Action and we had extensive discussion and back-and-forth on how to define a just transition. That is fact. We also had witnesses before the committee talking about just transition. It is not easy. The point was taken on board previously as regards climate justice. The environmental NGOs have said that when it comes to climate justice, it…

Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage

My issue here is around the language in amendment No. 30 where it speaks of being "consistent with the State’s highest possible ambition", which suggests this is written somewhere. The Bill is actually saying "by no later than"and therefore leaves room for that. We did considerable work in the committee on changing the language to be consistent with the Paris Agreement. That is all in this Bill. The strength is already in the language and I believe this amendment makes the Bill weaker in some ways because it is ref…

Rail Network

Senator Chambers has been unavoidably detained, so I will be taking the Commencement matter on behalf of both of us. Senator Chambers and I raised this issue on the Order of Business and the Leader suggested that we jointly raise a Commencement matter. I am representing both of us. I know the issue is one Senator Chambers feels passionately about for her own county of Mayo. For me, it is about climate, the economy of the north west and joined-up thinking on transport. I believe, fundamentally, that we can have a ra…

Rail Network

I thank the Minister of State for his response. The main issue I have with the EY report, which he has outlined in part, is on what premise it looked at the western rail corridor. Fundamentally, public transport is about a public good, and that is what the reopening of the western rail corridor and the advancement of phases two and three are about. This is about a public good, a social good and a benefit to the planet. We need not necessarily put aside all economic constraints but we do need to look at transport as…

An tOrd Gnó - Order of Business

Last Monday the Minister for Health said restrictions on visits by partners to maternity units had been lifted and that all maternity units would be following the same guidelines. Last Wednesday, the Joint Committee on Health was told by the HSE chief executive, Mr. Paul Reid, that the HSE could not direct individual hospitals on restriction and guidelines because that was a matter for local hospitals. I have been dealing with parents across Galway who are very disturbed that each hospital can define for itself wha…
