On prevailing side: this member voted with the winning side in 55 of 1,141 decisive votes (16 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Insurance Coverage

I thank the Minister. It is necessary that the change happen as soon as possible. The problem with the public liability insurance sector is that we just do not have enough players. If we can make the ground better, it will facilitate the Government by attracting others. I hope we can get to a point where public liability insurance can be obtained by all the various organisations and businesses, and at a reasonable rate. We know there are already organisations and businesses that cannot get it for particular types o…

Covid-19 Pandemic

The families of the 23 people who died in Dealgan House deserve an answer. The Minister said we do not want a process that is too long. It has already been too long. He spoke to the families and told them there needed to be a mechanism. It is shocking we do not have that mechanism at this point in time. We need it as quickly as possible. It is totally correct that we need to ensure learnings are taken on board, the families get the truth and there is accountability. We do not know what the future will be in respect…

Nursing Homes

We have already had a discussion. The Minister accepts that there needs to be a mechanism to provide necessary answers to families who lost loved ones. I am talking specifically about those who lost loved ones in Dealgan House nursing home. We need a timeline for when the work the Minister says his officials in the Department are doing will be complete. Will he give us the timeline and as much detail as possible on the type of mechanism being considered?

Nursing Homes

I am asking for a timeline for when the Minister will have the mechanism and, if he can go into any detail, the type of mechanism we are talking about.

Nursing Homes

I accept that there are difficulties but it is fair to say that what the families want is a full public inquiry. The Minister has said that his officials are working on a mechanism that will provide them with answers. We need to see what that mechanism is going to be as soon as possible. We are already very late into the game. We are dealing with families who had to deal with a great deal of trauma in losing loved ones. There are specific circumstances with regard to Dealgan House and the fact that the HSE determin…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I congratulate Amy Broadhurst and all the women boxers fighting in Montenegro at the European championships. We have a record haul of bronze medals and I congratulate them on that. We wish them the best of luck as-----

-----they try to turn them into silver and gold. The Minister will know what I am going to ask him about. It relates to Carlinn Hall and communal heating systems. Long-term, we need solutions, whether they will involve geothermal instead of gas or woodchip. In the short term, however, we need to help these residents, whether through a business support scheme given to the likes of a front line and then passed on to the residents, or some sort of cap or credit. We need a bespoke solution to get people through a bad w…

Courts and Civil Law (Miscellaneous Provisions) Bill 2022: Second Stage (Resumed)

I do not think this Bill will make many headlines but it is obviously important. Deputy Kennedy said-----

Courts and Civil Law (Miscellaneous Provisions) Bill 2022: Second Stage (Resumed)

That gives me an opportunity to start my contribution again. As Deputy Kenny said, law reform is similar to gardening in that it requires frequent maintenance. There probably have been times when that has not happened and there have been unintended consequences of old legislation that requires updates. It is good to see we are dealing with some of that. There was some concern that the text of the Bill differed from the heads of the Bill. I would have been somewhat worried about the issue of citizenship but the Mini…

Regulation of Lobbying (Amendment) Bill 2022: Second Stage

The point Deputy Farrell made is the reason we are here and we are dealing with the whole issue of lobbying. In fairness, the Minister spoke about the necessity for openness and transparency. We have to do absolutely everything we can from the point of view of delivering that as it relates to politics, political operations and parliamentary operations for that matter. We often talk about the revolving door in politics, big business and lobbying in general. We have all known and dealt with certain instances where it…

Coercion of a Minor (Misuse of Drugs Amendment) Bill 2022: Second Stage [Private Members]

That is all right. First, I thank my colleagues. We all accept that we need something to deal with the coercion of minors and the fact of grooming by drugs gangs of very young kids. In some cases these are very vulnerable kids who are at the periphery of society. We all know that these drugs gangs do this from a point of view of protecting themselves and of having a buffer between themselves and the breaking of the law. I accept some of what the Minister of State says regarding certain legal issues, but we need to …

Citizens' Assembly

I also reiterate that we really need a date for the citizens’ assembly on drugs. We can all accept at this stage that the so-called war on drugs is well and truly lost. We know that we have communities which are completely under the cosh of criminal elements and that we do not have the addiction services that are required to deal with the need that is there. Most of my dealings with An Garda Síochána are generally related to drug debt intimidation at this point in time where families are under severe pressure. We k…

Pre-European Council Meeting: Statements (Resumed)

The proposition advanced by Deputy Andrews is absolutely necessary. We have all seen the European Union as a bright light in the sense of democracy and rights, but that means we have to be that bastion throughout the world. It means we have to engage with other states and other countries on that basis. At this point in time, we have failed the Palestinian people and that needs to be rectified. The Government needs to bring this to the attention of the powers-that-be in Europe. It is absolutely necessary. On the Ukr…

Central Bank (Individual Accountability Framework) Bill 2022: Second Stage (Resumed)

All Deputies accept the absolute need for standards, sanctions and accountability in the context of the banking sector, so there will be general support for the idea behind the Bill. I do not think any Member will have a major difficulty with the four tenets, whether that is the senior executive accountability regime or new conduct standards for the regulated financial service providers, particularly in the context of management and staff. There is no difficulty in the context of enhancements to the Central Bank's …

Economic Policy

Last week, I asked the Taoiseach about the possibility of the TBESS or some bespoke scheme for the likes of Frontline Energy, which buys gas for communal heating systems like the one at Carlinn Hall in Dundalk. We would need to ensure that the benefits of such a scheme were passed on to residents, but it is something that we must consider as soon as possible.

I appreciate that.
