On prevailing side: this member voted with the winning side in 55 of 1,141 decisive votes (16 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

General Practitioner Services

I welcome the news in relation to the training of GPs but we need to accept that the GP system has changed somewhat. GP practices were generally private. When we were children growing up, GPs were probably available to people 24-7. They ran their own business, did their own administration and knew everything that was wrong with people and all their family members and everyone else. We are in a different world now. A number of GPs cannot retire at this point because they cannot find replacements. People are not will…

Forty-first Amendment of the Constitution (Agreement on a Unified Patent Court) Bill 2024: Second Stage

We all understand the importance of the issue we are dealing with as regards patents. I am fairly sure I will mispronounce that word a number of times before the end, so I apologise in advance. The fact is that this is quite complex for many people. It is going to be incredibly technical. We all know the issues that have existed with referendums for a long time and from time to time, spurious arguments have been made, sometimes refuted and sometimes not so well refuted. We will need to make sure that due diligence …

Child and Youth Mental Health: Statements

It goes without saying that we are disappointed by what happened to Deputy Ward's legislation on the regulation of CAMHS. The Minister of State has heard many Deputies, and will hear many more, refer to the necessity of such regulation. We were not shocked, but I am not sure we are willing to accept the Bill being kicked down the road. That is done to many Bills, but we all accept that CAMHS deals with young people and families that are in the worst of circumstances and, sometimes, in the darkest part of their live…

Protection of Employees (Trade Union Subscriptions) Bill 2024: Second Stage [Private Members]

I thank Deputy Collins for introducing this sensible legislation. Deputy Ó Laoghaire put it perfectly in explaining how easy it was for him to pay his union subscriptions. We have all read the history books and know the story of what happened in 1913. We know how bad things would be if we did not have the power of unions and collective bargaining. We are talking about making something that is very simple much easier and making it somewhat more difficult for bad employers to engage in what could be described as unio…

I would like to think the Minister of State would look at this issue and address how we will deal with it.

Adult Education Provision

Are there any plans to include in the SUSI grant scheme courses for adults with intellectual disabilities, such as the level 3 certificate in skills for independent living which I was lucky enough to visit in Dundalk Institute of Technology recently? Obviously that is one of the courses included in the new funding streams for educational disability, which is very welcome. It is a very specific issue. A number of the students brought it up with me. It is all about fairness.

Adult Education Provision

I welcome the fact the Minister is talking about dealing with some of the inadequacies that exist in the SUSI Act. I wonder how the parameters of some of the supports will work for these students, which is something we have to look at. We are talking about fairness across the board and ensuring as many people as possible can engage with regard to disabilities. When I spoke to those involved in running the course and those attending the course, they believe that what they see as the new funding being provided to the…

Adult Education Provision

There is a piece that needs to be done even beyond the Minister's Department in the sense of engaging with those in the Department of Social Protection with regard to working towards having people with disabilities engage with business and industry, which is a necessity. The Minister would be shocked if I did not bring up the case we have been dealing with for a long time and that he mentioned earlier, that of personal assistants in further education. Obviously, we are looking for a follow-up meeting with the Minis…

Cybersecurity Policy

We all get that online and phone fraud and scams are activities that are everywhere and unavoidable. Cybercrime, as we have seen, is at its height. I was aware at one stage that ComReg was involved in a working group concerning phone scams and this type of field. How stands this initiative? I also remember Dr. Richard Browne of the NCSC dealt with the issue of directed spyware. We are talking about the likes of Pegasus and Predator. A company operating out of Ireland has ownership of one of these products. They are…

Alcohol Sales

Alcohol Action Ireland along with, I believe, 80 other social, health and community organisations, and academics, have been on to a considerable number of people, including the Minister. They have presented international evidence showing that extending opening times by one hour results in a 16% increase in alcohol-related crime, a 30% increase in traffic collisions in rural areas and a 34% increase in injuries that require hospitalisation. We need to look at that. I welcome what the Minister had to say and I accept…
