On prevailing side: this member voted with the winning side in 55 of 1,141 decisive votes (16 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Wind Energy Generation

What we all want here is a fit-for-purpose system. I think we all buy into the idea of a planning-led, rather than a developer-led, approach. It is about ensuring that we have all the parts in play. There is a secondary question that I will put to the Minister in relation to any future auctions or whatever. As I said, we need to make sure we meet those targeted timelines in relation to delivering the DMAPs so people are aware of the area of operations. As regards tendering for projects, will we be taking into accou…

Wind Energy Generation

I agree our planning concerns have not exactly been where they should have been over many years. We need to make sure we have all the resources necessary to ensure we have the correct oversight. Another question has been raised again in relation to planning. We all know the planning difficulties we have across the board. Are we going to have sufficient resources not only in the maritime area regulatory authority, MARA, but also in An Bord Pleanála, to make sure there is not a hold up from the point of view of the S…

Energy Policy

This is a question I have been trying to ask for a considerable amount of time. It relates to the Carlinn Hall housing estate in Dundalk. We all know the difficulties that have arisen with communal heating systems, particularly when they are gas powered. A geothermal study has been carried out and I would like an update on where that is, when it will be published and the next steps to be able to deliver a proper solution.

Energy Policy

It goes without saying that we need this work done as assiduously as possible, particularly from the point of view of finding a solution that will work. There is a problem with these communal heating systems particularly when they are gas fed. We need to look at legislative change. I would like to find out when the task force or working group will come out with its set of recommendations. We do not want to recreate the situation. There are a number of apartment complexes in Dublin. There are 200 homes in Carlinn Ha…

Energy Policy

I agree. We have all seen district heating systems and the idea of using waste heat from big industrial operations. That is a definite win. The problem with these is that they were communal heating systems that were obviously fed initially by biomass and, for multiple reasons, possibly even planning laws and so on, which all need to be looked at and which I have corresponded with the Minister on, they were moved to gas. From an environmental point of view, it was a complete disaster and, from a cost point of view, …

Flood Insurance Bill 2021: Second Stage [Private Members]

I do not welcome the fact we are talking about putting this off for a year. A number of speakers have referred to the fact that this particular issue did not start today or yesterday. It is a huge imposition on those people who do not have insurance for their family home or business. I would like to think it is an issue the Minister of State could work with us on in terms of finding a solution. We do not need to get into the ins and outs of the technical issues that may exist. I could make the argument that technic…

Flood Insurance Bill 2021: Second Stage [Private Members]

No, it would not be in any way, shape, or form. The fact is, we have legislation here. The Minister of State pointed out technical difficulties but she said there is willingness to deal with this issue, so I would like to think there will be an element of co-operation or collaboration afterwards from the point of view of finding a solution. I do not think anyone is particularly worried whether it is this legislation or Government legislation once we can get this problem sorted for these particular people. I ask tha…

National Minimum Wage (Equal Pay for Young Workers) Bill 2022: Second Stage [Private Members]

I will also follow up on the point that was made regarding the importance of unions. We have seen the work that unions have done over many years with regard to dealing with exploitative practices. However, I do not think it is good enough that we are getting another case of kicking the can down the road. We will see what will actually happen over that 12-month period. We all accept that this is exploitative practice of young people. I thank People Before Profit for bringing this legislation forward. We have all lis…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I have just come from the launch of the report by the Joint Committee on Autism. It contains 109 recommendations. Some of the issues have already been brought up here. The idea of this report is that we set in train a framework and that we put all the pieces in place with universal design for society and that we offer cradle to grave services for autistic people and their families which unfortunately are not there now. For assessments and therapies, we do not have the numbers in the children's disability network te…

Cabinet Committees

I want to revisit the issue of housing adaptation grants. Louth County Council is not dealing with any new ones and is just working through its backlog. It also has an insufficient amount of money. The Minister of State, Deputy O'Donnell, spoke about the fact there needs to be, and there is going to be, a review of these adaptation grants for those with disabilities and older people with mobility issues. We will have to look at figures on the amounts and all the rest, because at this point in time we are failing an…

Our Rural Future Policy: Statements

We need to have a conversation about rural living and what our rural future is going to be. There are certain benefits from what has been done through remote working hubs, although remote working has thrown up certain issues. In my constituency, thanks to partition, there are certain jobs people cannot do remotely because of differences between the taxation systems in the two jurisdictions. This is a problem throughout Europe and further afield but it is a particular problem in Ireland. That was highlighted recentl…

Council of Europe

I add my voice to what Deputy Conway-Walsh has said. We are hardly shocked that the Council of Europe has serious concern over the legacy Bill that has been proposed by the British Government. I have often said that the British Government introduced this Bill in order that it will not have to deal with the reality of what it did in the North and the dirty war it prosecuted in Ireland, collusion and all that went with it. The Bill is also about what Britain has been involved in since and what it may be involved in i…

Departmental Strategies

The NRP deals with housing and Housing for All. I again want to raise the issue of housing adaptation grants. The fact is that Louth County Council is not accepting applications for these grants at present because it does not have the funding it needs. The Minister of State at the Department of Housing, Local Government and Heritage, Deputy O'Donnell, has spoken of a review. From the point of view of people with disabilities, particularly those who are older and who have mobility issues, such a review needs to look…

Cross-Border Co-operation

We welcome much of what has happened as a result of the shared island unit. I have a particular view that the shared island dialogue in general terms needs to be expanded. We accept we are on a certain constitutional trajectory on this island and it is a matter of us recognising that. We have a particular issue at the minute in that we have political drift. We need to ensure that is not allowed to sustain itself and that the Democratic Unionist Party, DUP, joins the rest of us in forming an Executive and getting on…

Public Health (Tobacco and Nicotine Inhaling Products) Bill 2023: Second Stage

We support the Bill, as do a lot of other people, on the basis that it is dealing with an anomaly that has existed whereby it has not been illegal to sell vapes to children. We are aware that a huge number of vendors have been very careful in how they operate and all the rest of it. We have probably all looked at vaping through a particular prism. We have all seen where it has been helpful to people as a harm reduction tool in facilitating them to move away from incredibly harmful smoking. We must differentiate in …
