There is no doubting that the headline figure for the winter plan, €600 million, is very substantial and dwarfs any amount set aside in previous winter plans. I am sure the Taoiseach would agree that we need to focus on giving stronger public health messages to control the spread of the Covid-19 virus because the indications are that many people across all age groups are not hearing the messages. I did not ask the Taoiseach to have the discussion about different strategies here. I am saying that a situation needs to be created where we can have that open discussion, where we are prepared to be open and frank and face up to the serious problems and challenges in testing and tracing. Like thousands of other people, I listened to the press conference this morning and I found it extremely confusing. In regard to Dublin, people in Dublin desperately want to fight this virus and they want clear advice. The Taoiseach said this morning that the country is in level 2 yet the level 2 regulations do not apply to people in Dublin. Dublin is not in level 3, so what level is it in?
