In light of the announcement last Sunday by the Minister for Agriculture, Food and Marine asking farmers to grow grain to try to make up for some of the shortfall and risk arising out of the Ukrainian crisis, how will the Government provide the fertiliser, grain and machinery that are required? Many farmers, including in my constituency, have not done tillage in a hell of a long time, since the sugar factory closed in Tuam.

I agree we have to consider it in light of the national rail network framework. It is important that we do so with a view to providing transport modes that are different if we are to take cars off the road and create a better environment. National Driver Licence Service: Motion [Private Members]

I compliment the Independent Group on bringing forward the motion. The new contract is in place but the problem is that walk-in services are now not available. I live in Galway East, a rural constituency. Some of the people I represent do not have a smartphone or a credit card and may not have broadband, which is very relevant. I welcome the publication of the town centre first policy. It brings together many of the existing schemes and supports. I raised the issue of school secretaries and caretakers in October 2021 with the Tánaiste. At that time, we got a very positive response. Negotiations have been ongoing, but there is an issue in respect of allowing school secretaries access to the public service superannuation scheme. This has not yet been brought to the Cabinet. Agriculture Schemes

I raise a very simple but important issue for farmers. When they make an application for their grants and entitlements, they may run into a situation where they make a human error or tick the wrong box and there is no chance to rectify such errors. In some cases, including in my constituency of Galway East, a large number of farmers are being penalised for simple errors.

I thank the Minister for the comprehensive response. What is missing here is that some farmers, including some in my own constituency, are not very computer-literate or experienced. They often make a mistake, which may not be rectified or is an obvious mistake that was made in human error. I reiterate that while the Minister says all of these measures are in place for farmers, many farmers around this country are losing out because they are not competent in the process of submitting applications. I am delighted to have the opportunity to speak on this legislation, which provides for a transfer of functions. I welcome the Bill and support it.
