I welcome the Minister, Deputy Humphreys. Seanad amendments Nos. 1 to 3, inclusive, are related and may be discussed together. Is that agreed? Agreed.
On prevailing side: this member voted with the winning side in 312 of 313 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I will let the Minister tell us about it first and then I will go to Deputy Quinlivan.
No, we are sticking with amendment No. 5 now. We have to stick with that.
Good.
No.
We are dealing specifically with amendment No. 5.
Go on.
This has been through Second Stage and has been through the Seanad. It has been teased out and we are dealing here with amendments from the Seanad, so really-----
I do not want to be awkward but we should be dealing with the amendment before us and not with anything else.
It is not about the functions that are not there.
Go on, Deputy. Say whatever you want to say.
He understands what you are saying, Minister.
Okay. Go on. Take two hours if you want.
I thank Deputy Quinlivan. My apologies, I was not trying to frustrate you on that. The amendment seems to allow the democratically elected mayor, to whom responsibilities are devolved, to devolve them back again to the chief executive, from whom they were taken in the first place. That is very interesting.
Yes. It does not matter whether I understand it or not.
Amendment No. 6 and amendments Nos. 9 to 14, inclusive, are related and may be discussed together.
Amendments Nos. 23 to 48, inclusive, are related and may be discussed together.
Agreement to the Seanad amendments is reported to the House. A message will be sent to Seanad Éireann acquainting it accordingly. I will allow Members to make a final comment if they wish.
