On prevailing side: this member voted with the winning side in 37 of 383 decisive votes (1 abstention excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

International Protection Bill 2026: Committee Stage (Resumed) and Remaining Stages

Human trafficking is a horrendous scourge on our society. It is a multibillion dollar crime that is carried out by organised crime gangs. The delicacy with which we have to treat victims of human trafficking cannot be overstated. I referenced earlier how long it had taken us, essentially driven by the courts, to untangle international protection from allegations of crime. The case I was referencing directly relates to these amendments because in 2019, a Vietnamese woman was found in a cannabis growhouse and it was …

International Protection Bill 2026: Committee Stage (Resumed) and Remaining Stages

The answer to the Minister's question about how we would do it is that if we are seeking to detain people, we have an obligation to determine whether they are victims of of human trafficking. The Minister mentioned the NRM but that extends well beyond An Garda Síochána. There are supposed to be civil society groups that are available through the NRM and are compelled and empowered to identify victims of human trafficking. One of the criticisms of this Bill going through pre-legislative scrutiny was that there was t…

International Protection Bill 2026: Committee Stage (Resumed) and Remaining Stages

The Minister presents to us a hypothetical scenario where someone comes in and is sent to Citywest. This is the system he is presenting to us. We are trying our best to fix parts within it, which we believe will make it a humane and fairer system. Given the Minister presented one hypothetical scenario, here is another one. Let us say a government of the future is even harder on migration than this one is and has even more right-wing views on international protection, which penalise people for being in the system at…

Fishing Quotas: Statements

I was encouraged to hear the Minister of State's commitment to using every lever available to him at European Union level to address this because we are at an absolute crisis point for Ireland's fishing industry. I also heard him couch that within the geopolitical pressures this Government faces as a member state of the European Union, but there are obviously concerns. The guarantees given to us during Brexit negotiations are not worth the paper they are written on. Fishing communities up and down the country are f…

Small and Medium Enterprises

As other Deputies have raised, SMEs are acutely feeling the cost of business right now. Many of them do not have the budget or level of business to be able to engage the courier services for the same rates as bigger businesses. Many rely on An Post but it has recently increased its rates and lowered the upper limit for parcels. What is the Department doing to support small businesses dealing with the cost of delivery services so they can get their products to the consumers who continue to support them?

Small and Medium Enterprises

This issue has been raised with me and I suggest that if the Government is looking for practical measures, this is one that it should explore. We have a landscape where many small businesses do not even have retail spaces any more and make the majority of their money from online orders which they then have to send via the post or by courier to their customers. The cost of doing this has gone through the roof and there is very little these businesses can do to mitigate it, except to put up their prices. I hear so mu…

Small and Medium Enterprises

I appreciate the Minister of State's willingness to explore this issue. I would argue that there are two ways to tackle it. One is by looking at the retail costs of An Post and the other is by looking at the supports that the his Department can specifically offer. Small business owners who have contacted my office feel forgotten. Some are new, some have been in operation for decades but these businesses are not aiming to become big operations. They provide goods and services that people want. They provide employmen…

Flooding: Statements

I extend my solidarity to the people in my constituency of Dublin Rathdown who have been impacted by Storm Chandra and to everyone across the country who has been impacted by Strom Chandra and other recent weather events. Locally we saw incredible footage of damaged areas like Nutgrove Avenue and Enniskerry Road. I acknowledge the incredible work of Dún Laoghaire-Rathdown County Council, not only the front-line workers who responded swiftly in the early hours of 25 January but also all the backroom workers who resp…

Work Life Balance (Right to Remote Work) Bill 2026: Second Stage [Private Members]

Go raibh maith agat. I thank the Labour Party for bringing this legislation forward. Remote and flexible work is a vital part of our lives now. It is a huge opportunity for many to find a better work-life balance, for businesses to innovate and for local communities to benefit from development and commerce happening in a more geographically balanced way. The Social Democrats have always championed the rights of workers and will always do so. Remote working, in particular, is an area I have long championed. I will a…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I have no doubt the Government's age verification system proposals are well-intentioned but we in the Social Democrats have major concerns over this. It is not working in the jurisdictions where it is currently running, it raises major privacy and security concerns, it interferes with the rights of children and young people to engage in online life and participation in society more broadly and it leaves behind the root cause of the issues that exist in the online space. Why is the Government pursuing this when we k…

I have not been quiet regarding my concerns around the Government's intention to remove the triple lock. What I find particularly frustrating is the repeated insistence that neutrality and the triple lock have nothing to do with each other and that they are completely separate, even in light of the solemn declaration made in the aftermath of the Nice and Lisbon treaties. They are clearly interlinked from that perspective. Can the Minister provide an update on her current plans when it comes to rowing back on the ne…

The Minister mentioned the word "sovereignty" there. This is a word I have heard used many times when people talk about this UN veto and how it is a threat to our sovereignty. I find it really inappropriate, if I am honest, to talk about sovereignty in that light because there are people in Ukraine and Gaza and in conflicts across the globe whose actual sovereignty is under threat. The idea of comparing a UN veto to our troop deployment as a threat to sovereignty in the same breath as we talk about people whose act…

What the Minister is not saying is the fact that the triple lock can be satisfied by the General Assembly. No Government representative I have asked to demonstrate to me how the Government has attempted to use the General Assembly has given me any kind of clarification on that. It is not happening. The Government is just looking at the UN. Nobody on the Opposition here disagrees with the fact that the UN Security Council has issues. We all see that. However, the Minister is painting a picture that is simply mislead…

Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021 [Seanad]: Second Stage [Private Members]

I move: "That the Bill be now read a Second Time." I thank the Minister of State, Deputy Feighan, for being here as he has responsibility for the area of procurement. I thank Senator Alice-Mary Higgins for her work on this legislation. Senator Higgins has worked for the past eight years on this specific legislation. Her commitment to the area of procurement stretches back to before she was elected to the Seanad, however, to her time in civil society when she recognised, as so many others have done, that the issue o…

Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021 [Seanad]: Second Stage [Private Members]

I thank Deputies Ahearn, Boyd Barrett and O'Reilly for their contributions. This whole experience of bringing forward the Bill, talking to countless colleagues across the Government and Opposition benches over recent weeks and then coming to the House to receive the news that the Government is not going to support it makes me, as a new TD, so sad. I hear every day from the leaders of the Minister of State's party and its coalition partner that we do not offer solutions and that the Government engages constructively…
