On prevailing side: this member voted with the winning side in 41 of 963 decisive votes (11 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Search and Rescue Service Provision

In 2003, after 40 years of involvement, the Fianna Fáil Government of the day ended all Air Corps participation in search and rescue services, which were then operating out of Sligo. Since then, the money spent on these search and rescue contracts has been eye-watering to say the least. This year the Department of Transport's budget for these services is €60 million, or just over €5 million per month, and it will spend an estimated €700 million over the term of the contract. This money would have been much better s…

Search and Rescue Service Provision

The Minister referred to the strategic assessment and preliminary appraisal document and that both State-run options were ruled out for a variety of reasons. The Minister's written response expands on those reasons, citing "the risks to the state and questions around potential affordability and deliverability". In that context, and in the context of the money due to be spent next year, how can the Minister not see that his statement flies in the face of any commitment to the Defence Forces, particularly given that …

Search and Rescue Service Provision

I welcome the Minister's commitment to having as much Air Corps involvement as possible. I will go back to the Minister's statement on the strategic assessment, particularly as regards the risks to the State. Around six private aircraft companies are expected to bid for the upcoming contract, of which two have fixed-wing aircraft based in Britain. At least one of those is also contracted to do clandestine work for the British Ministry of Defence which in itself raises intelligence concerns. Such a decision would me…

Defence Forces

The Minister hopes to finalise the composition of the commission by the end of the month. We need this to be effective and the Defence Forces need it to be effective. For it to be effective, it needs to have a genuinely independent chair and a multidisciplinary board made up of people who have skills, but also people who have access to skills to make this exercise the best it could possibly be. We need that knowledge and expertise to deliver the change for the Defence Forces. In addition, it needs to set very clear…

River Shannon Management Agency Bill 2020: Second Stage [Private Members]

I move: "That the Bill be now read a Second Time." I note the Government's proposed amendment, and I will address it in greater detail in my closing statement. It is welcome, however, that the Government agrees with the merit of this Bill. People living along the River Shannon, from Cavan to Clare, are sick and tired. They are sick of being hit with recurring floods and they are tired of politicians in wellies turning up, wringing their hands, paying lip service to flood defences and mumbling about multi-agency app…

River Shannon Management Agency Bill 2020: Second Stage [Private Members]

We have heard from Deputies representing a dozen or so different constituencies throughout the State. The one point that echoes loud and clear in all their contributions is that there is a serious problem with the management of the River Shannon. We must do better in this regard. Added to the complexities and issues we are currently facing is the unknown quantity of the future impact of climate change. While we do not know or agree on what that might be, we should, at the very least, agree on the need to be prepare…

Air Corps

To the shock and horror of most of the country it was again reported last week that Ireland is the only EU country that does not have primary radar to monitor its airspace. More than 70% of EU traffic literally travels over our heads but we can only see those aircraft if they choose to allow us to do so by turning on their transponders. Why is this, and what is the Minister's view on the provision of primary radar?

Air Corps

Some years ago, an agreement was negotiated whereby the Royal Air Force, RAF, would patrol our airspace. I understand that agreement was signed by the Department of Defence, the Department of Foreign Affairs and Trade and the Irish Aviation Authority, a commercial State body not directly answerable to the Oireachtas. Is it true that the input of the General Officer Commanding of the Air Corps, who has statutory responsibility for military aviation, was not included in these negotiations? When was that agreement rea…

I note the Minister did not actually answer the questions on when the agreement was reached or the impact Brexit will have on it. At the moment, our skies are patrolled by the North Atlantic Treaty Organisation, NATO, an organisation we consistently refuse to align with, citing our neutrality. Our pilots are trained in America and Australia, one of NATO's largest troop contributors. These facts can be viewed as eroding our expressed neutrality, the cornerstone of our foreign policy. The international standing of Ir…

Departmental Properties

In 2012, Columb Barracks in Mullingar ceased to be permanently occupied by the Defence Forces. Since then, there have been periods of local use by sporting bodies, An Garda Síochána and other valued and valuable community groups. Despite neglect by Government since its closure, the barracks, with its historical buildings on a large site, continues to have enormous potential. Unfortunately, it continues to fall into disrepair. It is now time to re-envisage the future of Columb Barracks in Mullingar as a national hea…

The Reserve has always played a pivotal, if somewhat undervalued, role in the history of the State and the Defence Forces. We are now at a critical junction where a decision needs to be made on both the Reserve Defence Force and Columb Barracks. The investment in development and education, particularly for the youth, in experience in military lifestyles and military skills is best evidenced in the Reserve. It encompasses positive life choices that we want for our younger people, for example, healthy living, dedicat…

When the Minister was looking at potential options for Columb Barracks, was a national headquarters for the Reserve one of those options? Mullingar occupies a strategically important geographical location. It is less than one hour from Dublin and less than 100 km from the Border. It is within easy reach of Carna, the Curragh and the Glen of Imaal. It has a multitude of land suitable for small and large-scale military exercises. It is close to lakes and rivers. It is ideal for water-based training. Most critically, …

Defence Forces Personnel

I have listened with some interest to the reply the Minister gave to Deputy Tóibín. I am hearing - and serving members will be hearing this as well - about commissions and reviews and I am hearing claims that the Government is working on this, that it is all in hand and that the Government will get there eventually. Do we have any idea of a definitive timeline? Is it realistic to say to somebody serving in the Defence Forces that if his or her child is born tomorrow, the State will be in adherence with the working …

Cybersecurity Policy

The current national cybersecurity strategy, which was published in December last and runs until 2025, refers to the need to improve the ability of the State to respond to and to manage cybersecurity incidents, including those with a national security component, and to identify and protect critical national infrastructure by increasing resilience to cyberattack. Given some of the most skilled and qualified cyberdefence experts are in our Defence Forces, how many of them are seconded to the NASC?

Cybersecurity Policy

The White Paper on Defence, produced in 2015 and amended in 2019, identified hybrid attacks or cyberattacks and threats to the cyber domain and from espionage have been assessed as increasing since 2015, while the wider political and global environment is more complex and uncertain. We have seen similar attacks in Britain on the UK National Health Service, which was a specific and targeted attack. Organised crime is seen as on a par with terrorism by the UN office on terrorism and terrorism prevention in terms of t…

The Minister mentioned State infrastructure there but it is more than State infrastructure. It includes State assets as well. I recognise, however, that he referenced the continual learning because that is critical when it comes to issues such as this. Ireland has a high level of foreign direct investment. We have multinational corporations here that are household names. The investment they have made here is colossal. However, in terms of State protection that can be offered to them, it seems like very little to no…

River Shannon Management Agency Bill 2020: First Stage

I move: That leave be granted to introduce a Bill entitled an Act to create a single competent authority to co-ordinate flood risk and management along the River Shannon and to provide for matters connected therewith. Ireland's longest river is the River Shannon. It is also the slowest moving because of the low gradient. It flows through 11 counties from Cavan to Limerick yet currently, 20 State agencies from the ESB to Waterways Ireland and local authorities are involved in water management, maintenance and other …

Health (Amendment) (Professional Home Care) Bill 2020: Second Stage [Private Members]

After the most recent election, an exit poll conducted by The Irish Times highlighted that 40% of voters said health was the most important issue influencing their vote. The subsequent pandemic has further highlighted the need for systematic change within our health service. Therefore, I welcome the introduction of the Bill this evening. The programme for Government includes a commitment to "Expand community-based care bringing it closer to home, in line with the Sláintecare Implementation plan" and "Introduce a st…

Northern Ireland

We all listened with deep concern and almost bewilderment as the British Prime Minister announced he was going to rip up his own agreement, which had been approved by his own Parliament, and then breach international law and introduce new legislation to override key parts of the withdrawal agreement relating to the North, legislation that would directly violate the Brexit deal signed only last year and give British Ministers powers to disapply elements of the rules of their own choosing. I understand the Minister f…

Covid-19 (Transport): Statements

I want to raise two issues to do with transport in my constituency of Longford-Westmeath. The first is the reopening of Killucan train station. Discussion on this dates back to 2006. It is on the Dáil record and the Minister can check. Parliamentary questions have been asked back and forth for years. It was stated in an assessment a number of years ago that it would cost €1.5 million to make the station operational again. For nigh on 20 years, the residents of Killucan and Kinnegad have lobbied the Department with …
