The HSE is working in collaboration with the Irish Medical Council, IMC, to identify potential regions for recruitment of doctors around the world who meet the IMC registration standards. Any such recruitment needs to be in line with our ethical guidelines. We are looking to bring in GPs from around the world. We are not excluding Cuba from that. The HSE and the ICGP would welcome the inclusion of doctors from many additional countries, and Cuba is no different. The two bodies have been doing a lot of work with South Africa and various South American countries with a view to bringing over GPs from those locations. There is no issue in doing the same with Cuba. The HSE and the ICGP can link in with the Deputies on this matter.

There is a process and there has been agreement, as the Deputy will be aware on the biggest 300, which was very welcome. Initially, it was the first 50, then it was another 250. We need to find a way to deal with this while balancing two things. On the one hand they are private organisations but, on the other, we largely fund them. I thank the Deputy. We have all known for some time that the cost was going to go above €1.4 billion, which was the formal cost signed off on by the Government. Intensive negotiations are happening between the contractor and the development board. The sums of money involved are large. I do not have a figure. No one does, as there has been no resolution to many of the issues. The contractor undoubtedly has legitimate claims in some cases, and those claims should be respected. Regulated Professions (Health and Social Care) (Amendment) Bill 2022: Committee and Remaining Stages

I thank the Senator for the amendment. Essentially, while I cannot accept the amendment to this Bill, I support the intent of it. As the Senator said, there is not a statutory requirement for continuing professional development for dentists. Many dentists obviously engage in continuing professional development and the Irish Dental Association provides much of that. It is legislated for doctors and other healthcare professionals but not for dentists. It is governed under a 1985 Act, which needs to be updated. It is …

Regulated Professions (Health and Social Care) (Amendment) Bill 2022: Committee and Remaining Stages

I look favourably on the amendment but I cannot accept it in the context of this Bill. As we have discussed here previously, the current dental treatment services scheme is not fit for purpose. As we develop a broader response to oral healthcare, which we must do on a legislative basis, we certainly will be cognisant of this amendment within what will be a fuller updating of the 1985 Act.

I am pleased to have the opportunity to address the House on Second Stage of the Regulated Professions (Health and Social Care) (Amendment) Bill 2022. The Bill was initiated in the Dáil in September of last year and passed all Stages on 10 May. The Bill is fundamentally about health practitioners, who are the individuals working tirelessly to deliver the health and social care services upon which our patients rely.
