On prevailing side: this member voted with the winning side in 646 of 653 decisive votes (4 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

My understanding is I have two minutes to respond. I acknowledge that is a constraint we have on Report Stage. Obviously, two minutes are not sufficient to address all the very reasonable issues raised. As I heard it, broadly, many different issues have been raised about many different parts of the Bill. I will confine my comments to Part 5, referenced in this amendment to the Bill, which we are speaking to. Essentially, what I think I heard expressed, maybe not by everybody but from colleagues around the House, is…

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

-----if that is okay, to address these issues because I cannot do so in two minutes. With regard to the look-back, the advice to Government and the Government position is being led by many years of domestic and international expertise, which indicates that programmatic audits are learning audits. We know they are now used all over the HSE in all manner of clinical areas every day. They are used by clinicians to get better at identifying patient safety issues, detecting cancers and so forth. They happen every day. A…

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

The professional bodies have their own guidelines. In his latest report, or perhaps it was in a conversation I had with him before he published that report, Dr. Scally stated that some of those guidelines should be better and tighter. This is another matter that can be examined. HIQA's standards are being updated with a view to the new national framework. We have the patient advocacy service, which Deputy Cullinane references in some of his amendments. This service is being invested in more and its remit is expandi…

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

The ask would be that it would be an obligation within the Bill, on a statutory basis, for patients to be informed that this patient-requested review is available to them. I think this is what is being requested. We would also-----

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

I thank Deputies for their contributions. I will try to address them quickly. With regard to the process, yes, we can go back to the Dáil. Normal process would be for the Bill to go the Seanad after Report Stage where it would be amended and come back here anyway. However, colleagues are keen for the debate and the changes to be made here. My understanding of procedure, on which I am open to being corrected, is that we will adjourn at approximately 9.20 p.m. We can adjourn at that time until January, which gives ti…

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

That is a good question. We should really ask the Whips, because the Dáil business has been scheduled for 9.20 p.m. We have a voting block coming up. We were scheduled for four hours here.

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage

We could suspend proceedings and see how the Whips wish to proceed. We can continue. We could move the amendments in Part 5. I do not really mind what way we do it. If the House was ready to move on, we could certainly adjourn. Otherwise, I am more than happy to continue the debate on the amendments. Do you wish to suspend for a few minutes, Chair?

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

As the Deputy said, I visited the hospital and met the clinical and administrative leaders in the past few weeks and these issues were discussed. There is a new consultant contract coming into place. I believe that will help. We are also looking at whether there are additional supports that Letterkenny needs because of its location. It is so far from model 4 hospitals. It is something we are actively pursuing. The funding is there. The posts are sanctioned but, as the Deputy rightly pointed out, the hospital has st…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I thank Deputy Conway-Walsh. Dr. Scally and I met this morning in the context of his report. One of the things we talked about is our absolute commitment to the goal of eradicating cervical cancer in this country, and the HPV vaccine is part of that. As the Deputy will be aware, we are rolling out the Laura Brennan HPV catch-up programme. The NIAC advice I have at present is to provide the vaccine to those aged 25 years and younger but I am more than happy to go back to NIAC and ask for updated advice for those ove…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

It is an issue. We are very aware that more and more dentists have pulled out of the scheme. We want to encourage them back. We have put in a considerable amount of additional money this year including higher fees. This money is in for next year also. The current approach is not working for too many people in the country. We need to hire and retain more dentists in the public and private systems. We have allocated significant funding for dental programmes for those aged from zero to seven years from next year. Ther…

An tOrd Gnó - Order of Business

I expect to receive the review in the coming weeks. It has been a wide-ranging review. I cannot commit to what may be in the report because it is an independent review. However, all the issues raised by the Deputy are actively being considered by me and the Department. I look forward to seeing what is in the review and discussing it with the House.

An tOrd Gnó - Order of Business

I thank the Deputy for raising this case with which I am familiar. The Deputy and I have discussed it. The gentleman he references is in need of urgent care. I am glad that things progressed. I am not satisfied to hear they have paused and I will ask the HSE for an update later today and revert to the Deputy.

An tOrd Gnó - Order of Business

I thank the Deputy. We are aware there is an issue in Wexford, and indeed in many parts of the country, where more and more private dentists have withdrawn from the public scheme. Through the budget for this year and next we are significantly increasing the funding. It includes an increase in fees for dentists. We are engaged with the IDA. What it is looking for and what we have agreed to is a discussion about the entire scheme and the entire provision. The additional funding we are putting in is aimed at helping i…

An tOrd Gnó - Order of Business

I thank the Deputy. I agree with many of the sentiments he has put forward. We are tackling it in various ways. One is a very significant increase in funding for Healthy Ireland to encourage healthy eating, healthy habits and supports for parents raising their children and forming good habits. The Deputy raises a programme for Government issue that is being looked at, and that we are exploring, about going further and bringing in curbs on some of the targeting of children for some of these foods, which are obviousl…
