I thank the Minister of State. Is Senator Byrne any wiser? He has a minute to respond.
On prevailing side: this member voted with the winning side in 30 of 498 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I thank the Minister of State. Is Senator Byrne any wiser? He has a minute to respond.
We will just deal with the topic now.
The Minister of State highlighted some important issues. Of course, he is in high office. He is in a position to at least articulate the concerns to the Government that he articulated to us. They are on the record of the House. I look forward to engaging him and others to progress the matter. I thank the Minister of State.
I welcome the students in the Visitors Gallery. At this point in the Senate or Seanad, we are discussing Commencement matters. Senators put forward topical issues for Commencement matters and we are completing a series of four this morning. I hope the students enjoy their visit to Leinster House. The Minister for Children, Equality, Disability, Integration and Youth, Deputy O'Gorman, is also welcome and I thank him for coming to the House.
I thank the Minister for that very comprehensive response. The Senator has one minute to respond.
I thank the Tánaiste and Minister for Defence, Deputy Micheál Martin. I do not intend to go into detail on the report on the Defence Forces published yesterday but it is harrowing. I thank the brave Women of Honour, who had to go public and tell their stories, which is never an easy thing to do, especially in a military culture such as that of the Defence Forces. I acknowledge the work of my colleague, Senator Clonan. He was brave and courageous against the odds and experienced great difficulties and many setbacks …
I welcome Mr. Mick Finnegan to the House. I thank him for being here, giving his time and being an advocate and champion. It is not an easy space to fill. He is a brave and courageous man. He is one of many who have taken various journeys of going public about abuse, which comes in many forms. It is physical, emotional, sexual and many things between. It is quite a common occurrence throughout our society. Nothing should come as any great surprise to us now. I acknowledge the Minister's presence and the time he has…
Is the Green Party not first?
There is a list.
I need clarification. The Clerk Assistant of the Seanad informed me the Green Party was first.
That is okay but it is not the advice I was given. I want that on the record.
That is okay.
I thank the Minister for being here. The debate has been a long time coming. I understand that he has a busy schedule and could not come before now. I acknowledge that Senator Kyne has done an enormous amount of work on this. I have subsequently been involved in this because staff and other individuals have contacted me and shared with me really disturbing information. There is a litany of failures, of which I know the Minister is fully aware. I will ask the Minister questions and put to him strong assertions on a …
We will follow up with supplementary questions.
Yes, I second that.
Agreed.
It is a matter for the Chair.
I second the amendment.
I would like the guidance of the Acting Chair. I would like to comment on what the Minister of State has said about the Bill. It is not specific to the amendment but it covers it. Is that in order?
I thank the Minister of State very much. I have not seen the Department's document and I would like to do so. It will be helpful. I scanned the Bill and the amendments today and I saw that I have two or three more opportunities to discuss the Valletta Convention. I do not want to Valletta myself out of it but I have opportunities to raise yet again the Valletta Convention in the discussions on two amendments. I do not intend to spend the evening speaking about the Valletta Convention again and what the Minister of …
