I understand the Leader wishes to make a proposal to the House. Notwithstanding anything in today's Order of Business, I propose an amendment to the Order of Business, that No. 2 not be taken today and that Committee and Remaining Stages of No. 1 be brought to a conclusion no later than 4.30 p.m.
