The Minister shall, within 12 months of the passing of this Act, lay a report before both Houses of the Oireachtas on the potential to make provision for supplementary payments, in addition to any entitlement under this section to a general payment or work-related payment under this Act, to relevant persons who experienced forced family separation while, or as a result of being, resident in a relevant institution.”. It calls for recognition of the experiences of mixed race children in the institutions through additional payments for experiences of racial abuse and discrimination and also through the inclusion in the scheme of other institutions in which mixed race children were placed.
This redress scheme should have been an avenue for justice for the survivors but offers nothing in the way of specific redress for racial discrimination.
