The Minister is on the record as saying a zero-emission vehicle goes beyond electric vehicles and includes electric bikes, cargo bikes, etc. In establishing ZEVI and developing electric vehicle policy, the intention has always been that the concept of electric vehicle includes a wide range of electric and electric-assisted vehicles, including bicycles, tricycles, cargo bikes, mopeds, motorbikes, microcars, velomobiles, cars, buses, vans and a full range of goods vehicles. I have nothing against electric cars but it is a fact people will buy electric cars when they are reliable and when they are a real alternative to what we have at present.
It can provide only four of those electric vehicles. It includes electric cycling and e-scooters in the scope of the Bill and not only electric vehicles.
