This subsection of the principal Act currently provides that a person is guilty of an offence under the Act if he or she attempts to engage in terrorist activity or terrorist-linked activity, other than public provocation to commit a terrorist offence. The definition of public provocation to commit a terrorist offence in section 3 of the Bill includes the distribution or publication of a message that glorifies a terrorist activity.
