Section 31E of the Stamp Duties Consolidation Act 1999 currently provides for a higher 10% rate of stamp duty on certain acquisitions of residential property. The introduction of a higher 10% rate of stamp duty in 2021 was one of a number of measures taken by this Government to disincentivise the bulk purchasing of housing by institutional investors and companies. We in the Labour Party had put down an amendment to increase the stamp duty rate to 20% on the bulk purchase of homes and, crucially, to remove the specific exclusion of apartment blocks.
Last year, there was a 58% increase in the number of homes where this stamp duty on bulk purchases was paid. In particular, it is very disappointing these higher stamp duty rates for bulk purchase do not apply to apartments as well.
