On prevailing side: this member voted with the winning side in 8 of 390 decisive votes (3 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

World Pharmacists Week: Statements

I wish to thank the pharmacists for everything they do. Pharmacists play a crucial role within our health services and our primary care system. Within communities, they provide a vital service, often as part of a first call if a person is feeling unwell. They often help in a failing health system where patients are subjected to huge waiting lists for primary and clinical care. The role pharmacists play and the services they offer have developed over the years, especially in more recent years as we have sought to ad…

World Pharmacists Week: Statements

Later on, we saw a similar situation in regard to the blister packs. Did the Minister consult the pharmacists? The free contraception scheme is another very positive scheme that our pharmacists are crucial in the delivery of. I have raised with the Minister on a number of occasions the need to significantly increase the upper age threshold for eligibility. Has the Minister increased that age? The scheme was first introduced in 2022 and limited to those aged 17 to 32. The increase to 35 in 2024 was woefully inadequa…

Health Screening Programmes

Over 3,500 new breast cancer cases arise in the State every year. It is absolutely shocking to say that 20% of the scheduled examinations did not take place last year. This should be seen as a red flag for Government and a huge concern for us all. The Minister needs to understand why this is happening and seek to address it immediately, whether through advertisements, education, more flexibility in the service in terms of missed appointments, and any other mechanism necessary. However, last year is not the full sto…

Health Screening Programmes

As I have said before, we need to make BreastCheck more visible so people know to have their breast checks done. The HSE and BreastCheck are failing too many people, with patients on trolleys, years-long waiting lists, delayed diagnoses, overcrowding in hospitals and families just left in limbo right across the whole of the HSE, not just in BreastCheck. Just in my locality of Cavan and Monaghan this week, there has been a patient lying on the floor. I realise that it is not about BreastCheck but I thought I would b…

Fuel, Energy and Carbon Tax Relief: Motion [Private Members]

I have said in this House a number of times, before the people, that the Irish Government is not responsible for global events precipitating global energy price hikes. However, people look to their government to insulate them from the worst impacts and the Government continues to fail on that account. Why can it not help struggling families to heat their homes? People are crying out for help and the Government has the power. Why is it waiting? There is a behavioural tax on homes right across the country and in my o…

Disability (Amendment) Bill 2026: Second Stage

There are many issues with this Bill. What I wish to focus on is if it is successful in its content as assessment of need is often only the first step in a long and arduous journey towards seeing these needs met. As Teachtaí McGuinness and Ward stated, this Bill will not provide a single additional speech and language or occupational therapist. It will not provide additional special education places in our schools. It will not address the failures in workforce planning that allow vacancies to persist for far too lo…

National Vehicle and Driver File, Road Traffic and Roads Bill 2026: Second Stage

As we deal with a largely technical Bill related to various areas of Road Traffic Acts, websites, databases and day-to-day administration relating to driving, I want to touch on something else that is viewed by many as a glaring omission in the delivery of policy and that I would say is an error in policy. For many years, members of the diaspora have been pointing out the administrative burden associated with returning home to Ireland. Given that we are crying out for healthcare professionals and that the Departmen…

Neutrality and Triple Lock: Motion [Private Members]

Many people are deeply concerned regarding the Government's proposal to remove the triple lock neutrality protection, and with good reason. This insincere amendment brought forward by the Government cuts to the heart of why, as it is wholly at odds with reality, Government policy and the Government's own statements. The Minister says that gutting the triple lock will not have any impact on the policy of military neutrality. As she is the Minister for Defence and the Minister for foreign affairs, I ask her to look a…

Fiscal Implications of a United Ireland: Statements

I welcome this debate on the financial implications of a united Ireland. I acknowledge that the Tánaiste and so many other Members in this House see its merits in the future. I would have hoped that in this House we would at least have moved past the time of framing this without casting a value judgment. Any discussion on the financial implications of a united Ireland today that is based upon credible analysis would show that Irish unity is a clear economic opportunity for the entire island, and one that we should …

Digital Divide and Back to School Costs: Motion [Private Members]

The idea that education in Ireland is free at any level is a myth, whether it is the so-called voluntary contributions or a student contribution fee that costs more even though the Government claims it is reduced. It is utterly galling for hard-pressed families who shell out hundreds or even thousands of euro a year. That is not to say there have not been positive initiatives - for example, the schoolbook scheme. However, the benefit many parents have seen from that has been wiped away by the increasing numbers of …

Domestic Violence Judgments Register Bill 2026 [Seanad]: Second Stage

I welcome that we have recently seen progress on a number of important measures relating to domestic abuse, but what is of crucial importance is that we get the legislation and policy right. In the face of what report after report expose as an epidemic of violence against women and girls, I do not accept incremental change as good enough. Legislation will pass in the Houses tomorrow on the callous use of counselling notes in sexual offences trials. The lack of a full prohibition is simply not good enough. I welcome…

Health (Provision of Contraception Prescribing Service in Retail Pharmacy Businesses) Bill 2026: Second Stage

I welcome this legislation that progresses the free contraception available for those aged 17 to 35 and will allow pharmacists to prescribe contraceptive medicines and products. What annoys me is to see that the Government has said the pharmacies will set their fees locally. This is not good enough and this is not free contraception. There has to be something put in place to ensure that the contraceptive is actually free when somebody goes to the counter to purchase it. Pharmacists are entirely capable of providing…

Postal and Telecommunications Services (Amendment) Bill 2026: Second Stage

Post offices provide proven, irreplaceable benefit to the communities they serve. They contribute to local economies and offer critical services and access for older people, vulnerable citizens and marginalised communities. When we see in the decade up to this time last year that 257 post offices had closed across the State, it should have set alarm bells ringing. As a TD for a rural constituency, it is particularly stark that 201 of those post offices were rural. Eleven of them were across Cavan and Monaghan. I we…

Information and Communications Technology

Government IT projects have become synonymous with overspends, not best practice, as far as I can see. Of 220 such projects since 2024, 67 have projected overspends or have had overspends. The Department contains various units in agencies that sanction projects or provide advice on the activities of Departments and State bodies. I am thinking of the Office of the Government Chief Information Officer, OGCIO, the Office of Government Procurement, the National Shared Services Office and the advisory services that the …

Information and Communications Technology

I do not know how the Minister of State can say there is early engagement when a €4.3 million Fórsa project was abandoned, an unaffordable affordable childcare ICT system exceeded its original estimate of €3.5 million by nearly 50%, and now, €30 million spent by Irish Rail has effectively been written off. These are just examples of the tens of millions of euro in taxpayers’ money that is as good as gone. I am not seeking to absolve the Accounting Officers of the responsibility but it is clearly widespread across D…

Childcare Services: Motion [Private Members]

It is simply indefensible that more than a decade after the media started referring to the cost of childcare as comparable to a second mortgage, the pace of action from the Minister of State's Government could be so lethargic. In 2024, my colleague and the Sinn Féin spokesperson on children, Deputy Kerrane, published a detailed costed plan outlining how Sinn Féin would deliver childcare capped at €200 per month. Fianna Fáil and Fine Gael, in advance of the general election in 2024, went on to cog Sinn Féin's homewo…
