On prevailing side: this member voted with the winning side in 54 of 1,036 decisive votes (16 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Harbours and Piers

In 2019, RPS was commissioned to develop a feasibility study on developing Dunmore East Harbour. As the Minister of State knows, Dunmore East Harbour is in the east of County Waterford. It is a fishing port. It is also a home to a lot of leisure activity that is very busy, by the way, during the summer months. There are fantastic facilities for children and adults. It also takes in cruise liners, although that can be difficult because of the lack of facilities. There was one cruise ship that was unfortunately turne…

Harbours and Piers

In the Minister of State’s response, she acknowledged that in 2016, the Department commissioned a feasibility study. It finished its work and reported back in 2019. We are now in 2026. That is seven years later and no progress has been made. Since 2019, that plan has sat on a shelf. The Minister of State said the Department has seven-to-ten-year plans for all fishery harbours. Dunmore East Harbour does not need a seven- or ten-year plan. The feasibility study has already been commissioned and reported back. It has …

Childcare Services: Motion [Private Members]

I support the motion and commend an Teachta Kerrane for bringing forward all the solutions, which I hope the Minister takes on board. I want to get to a point where we have the €200 per month childcare promised not just by a lot of parties before the last election but also by Government representatives. That simply has not been delivered. Even if we get to that point though it is not going to be of value to many parents because they cannot get access to childcare in the first place. I attended a public meeting in T…

Cabinet Committees

I will raise an issue in respect of Woodlands, a housing estate in Portlaw, County Waterford. At the moment, water is provided through developer-provided infrastructure. This is costing the residents in this housing estate a lot of money. They obviously want to be connected to the public infrastructure. That will come at a cost. Catherine Burke, a councillor in the area, has been engaging with Irish Water on the issue for a long time. There does not seem to be a resolution. Will the Taoiseach make inquiries to Iris…

Dental and Orthodontic Services: Motion [Private Members]

I move: That Dáil Éireann: notes that: — there are more than 11,000 people, mainly children, on waiting lists for dental and orthodontic treatment with the Health Service Executive (HSE), including for braces and for dental surgery under general anaesthetic, and that more than 8,000 of them are waiting over a year for an appointment; — half of primary school children are leaving school without ever having received a screening appointment, with average waiting times of four years for an appointment, and upwards of f…

Dental and Orthodontic Services: Motion [Private Members]

I thank all of the speakers for their contributions. It has to be said, among Government and Opposition Members, including the Ministers, there is a recognition that we have a real problem, and that children and adults, but particularly children, are waiting too long. The problem is that this is not the first debate we have had on this issue. It is not the first time that issues and problems with dental and orthodontic wait times have been raised in this Dáil. I mentioned that the Joint Oireachtas Committee on Heal…

Rare Diseases: Statements

I want to start by commending the Cathaoirleach Gníomhach and the role he has played in campaigning for better supports for patients with rare diseases. Rare diseases affect more people than many realise. A rare disease is defined broadly as a life-long or life-threatening condition affecting no more than one in 2,000 people, which essentially means a condition that affects no more than 3,500 people on our island. Taken individually, these conditions are rare. Taken together, they affect one in 20 people across Ire…

Health (Amendment) Bill 2026: First Stage

The long-term illness scheme was established under section 59 of the Health Act in 1971. The last time a condition was added to the scheme was in 1975. In the meantime, 51 years of advancement in medical knowledge has been ignored and those suffering from chronic or long-term conditions who cannot get a medical card have been left without support. This, of course, would not have been an issue if the Government had advanced universal health care, but the medical card thresholds have not been touched in over 20 years…

Health (Abolition of Three Day Wait Rule) (Amendment) Bill 2026: Second Stage [Private Members]

In 2018, the people voted in a historic referendum to appeal the eighth amendment and to remove legal barriers preventing women from exercising choice over their own pregnancies. This Bill is about respecting and trusting women in exercising that choice to access the care they need when they need it. It is about recognising that women do not take this decision lightly, that this is something they consider deeply and that they do not need the State or politicians to force them to wait for longer, as if they cannot b…

Health (Abolition of Three Day Wait Rule) (Amendment) Bill 2026: Second Stage [Private Members]

Compassion and respect has always underpinned my approach to this issue. Like the Minister of State, I campaigned for repeal. I knocked on doors and I argued, debated, listened, agreed and disagreed. In fact, some of the best exchanges I had were with people I disagreed with because they sharpened my awareness of the complexity of this issue and the fact that people come at it differently. At every single door I knocked on where I disagreed, I respected the opinion of the person who made an alternative argument. At…

I want to raise with the Taoiseach the urgent need for approval for Newtown School in Waterford to proceed with tender and construction for a new school building. The school has served Waterford for over two centuries. It entered the free education scheme in 2014 when it agreed to expand to accommodate 600 students funded by the Department. The old building, Wyse house, on the site is in urgent need of emergency works and a new development is needed to accommodate the growing student numbers. To be fair, the school…

Cost of Disability: Motion [Private Members]

The one clear message the Government is sending out today to people with disabilities, because of the long-winded amendment the Minister is tabling, is that people with disabilities have to wait, wait and wait again. His message to them is that they should accept second best. It is the same for carers, the people who look after them. However, it is particularly the case for people with disabilities, who everybody in this House accepts have additional needs and additional costs because of those disabilities. People …

Reproductive Rights (Amendment) Bill 2026: Second Stage [Private Members]

I welcome the opportunity to debate the shortcomings in abortion services in Ireland. My priority is access for women to the services which were voted for and endorsed by the people in 2018 and the too many barriers which remain. One of those barriers is the three-day wait. Sinn Féin supports removing the three-day wait. We never supported the three-day wait in the first place. We have tabled legislation to remove the three-day wait and have always been clear that this waiting period does not provide care or suppor…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

The horrendous fire in Tycor in Waterford city was obviously devastating for local residents, but most especially for the social enterprises, small businesses, service providers, a school of music, and a company that provided costumes for theatre. Much was lost. I met many of them yesterday. I know that the Minister was in, but I also met them afterwards. They have a number of asks. The first is that everything possible be done to get them back on their feet and get those businesses up and running again. I spoke to…

Some €78 million was collected in car parking charges in hospitals over five years and a record €17.5 million was collected last year. In 2018, Simon Harris was so concerned about hospital car parking charges that he promised a review and that action would be taken. Here we are in 2026 and no action was taken. In fact, hospital car parking charges have increased. The programme for Government gave a commitment to examine again reducing the cost of car parking charges at hospitals but it simply has not happened. We h…

Health (Abolition of Three Day Wait Rule) (Amendment) Bill 2026: First Stage

I move: That leave be granted to introduce a Bill entitled an Act to amend the Health (Regulation of Termination of Pregnancy) Act 2018 to abolish the mandatory three day wait rule for access to a termination of pregnancy. This is a straightforward and targeted Bill. It does just one thing. It proposes to remove the mandatory three-day wait for access to an abortion during early pregnancy. It does not require an abortion to happen on the day of a first consultation, but where a woman is certain that this is what sh…
