On prevailing side: this member voted with the winning side in 41 of 389 decisive votes (1 abstention excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

National Oil Reserve Agency (Amendment) Bill 2026: Committee and Remaining Stages

I thank the Minister for committing to bringing it to Cabinet. He did not have to do that so I appreciate it. Bringing any other oversight to it involving the Dáil or committees is laudable and I am glad to see the Minister engage on a good faith basis on that. I also acknowledge the climate action that is ongoing. Retrofitting, solar panels and the rehabilitation of bogs are very positive and the Social Democrats are very supportive of that. The fear is that if the Minister continued with a reduction in the levy t…

National Oil Reserve Agency (Amendment) Bill 2026: Committee and Remaining Stages

Yes, and then 80% of it goes to the Climate Action Fund. The entirety of the Climate Action Fund, or 99% of it, is funded by this levy so the Minister cannot tell me he is being transparent. The Minister cannot tell me that he was totally upfront with the Dáil here; he was not. The Minister did not mention it in his opening remarks. It is not in the Bill. It is not in the explanatory memorandum from the Department. It is important that the Minister be upfront with people on this, that the levy is, in fact, the only…

Ukraine War

The full-scale invasion of Ukraine by the Russian Federation under Vladimir Putin began four years and one month ago. I remember when Zelenskyy was here in the Chamber late last year. It seemed as if the whole world was upon his shoulders. It is something I will never forget. In the context of the recent geopolitical events and spreading of warfare, it is clear that tougher sanctions will be required to counter Putin's warmongering. Combined with the alarming reticence of the Trump and Orbán Administrations to join…

Energy and Fuel Costs: Motion [Private Members]

A few months ago, we had another debate on energy costs. I have yet to receive any response to the issues I raised. I highlighted in that debate that those on the lowest incomes, those reliant on pensions or disability allowance would be €250 worse off this year as a result of the Minister's budget and the acceleration of energy prices. Those prices were already the highest electricity prices in Europe and that was before the onset of the energy crisis brought about by Trump's illegal war in Iran. I asked the Gover…

Post Office Closures: Statements

As other speakers have said, post offices are essential resources for communities all over Ireland and have been for centuries. They are a place not only to send packages and envelopes but also to gather to have regular interaction, particularly for older people. While many of my generation would welcome the increase in digital services, as I do, it is crucial we recognise that many in our communities rely on in-person interactions. Stand-alone post offices, as opposed to those at the back of the local shop, offer …

Departmental Strategies

The Government's well-being framework is supposed to be a means by which preliminary budgetary decisions can be made. As the Taoiseach might be aware, last month, Social Justice Ireland published an alternative well-being framework entitled Measuring What Matters. It critiques the Government's framework design as not being sufficient to identify and understand disparities, so it took it upon itself to create a more comprehensive picture that reflects the lived experience of different groups. The report states: The …

Disability Issues

Last week, the Minister announced that a public consultation is to take place on the cost of disability. Will he confirm that this is with a view to introducing a permanent cost-of-disability support payment in budget 2027? As part of that consultation discussion with disabled persons' organisations, will the Minister withdraw his comments on their lived experiences in saying that their accounts of their experiences were misleading and dangerous?

Disability Issues

I thank the Minister. I genuinely welcome his engagement with the disabilities organisations. The question I have is how that engagement has been going. We put forward the emergency winter payment motion, which has been supported by those disabilities organisations. Has that come up at those meetings? Has it come up in the consultations so far? It is important to note the rebuttal given by the Minister, the Taoiseach and the Tánaiste. They pointed to the supplementary welfare schemes as something that people could …

Disability Issues

The House should be aware that a protest will take place this Saturday against the failure to deliver the emergency winter payment. The disability organisations, despite meeting with the Minister and his officials several times, have called for that protest, which I will attend. There is a conversation happening about a permanent cost-of-disability payment and I really welcome that as a direction of travel. However, there was no repeat in budget 2026 of the €400 payment in budget 2025. The Minister is saying that f…

School Meals Programme

First, I want to state my unequivocal support for the hot school meals programme. It is a really important programme. I am glad the Minister is doing it and the Department is funding it. The Minister said on RTÉ Radio 1 last week that a third of school meals were not meeting basic nutritional standards, according to the initial assessment carried out by a dietitian appointed by the Minister's Department. Can the Minister confirm whether his Department is worried that once more thorough assessments, including site v…

School Meals Programme

I thank the Minister. Some clarity on those guidelines and standards would be very helpful. The Minister mentioned he instructed suppliers to assess certain nutritional values in the meals. This is one of my supplementary questions. The scheme is funded and being evaluated by the Department but my understanding is the contracts are being organised by the schools with the relevant suppliers. What is the role of the Department in the contracting arrangements, for example, if somebody is not living up to the contractu…

School Meals Programme

In the next supplementary reply, I ask for some clarity on contracts and the Department's involvement in contracting with the schools. I note that 400 school meals were evaluated and a third of them did not meet the basic nutritional standards. Somebody told me that they did not meet three of the five guidelines. Will the Minister give a sense of how many met all five of the guidelines that were assessed? He mentioned there were 16 guidelines overall. What is the plan to assess those future guidelines? There are 11…

School Meals Programme

Will the Department be publishing the standards and what schools, or what suppliers, have met the standards over time? This may not be in the short term but as it gets up to evaluating all the different schools and standards.

State Savings Schemes

I would like an update on the administration fees associated with the My Future Fund being paid by the participants. In particular, I would like a sense of any consideration that has been given to these fees not necessarily being flat fees and applying different rates to different cohorts, proportionate to their income.

State Savings Schemes

I acknowledge the importance of the administration fee. I welcome the fact that a commission was not charged in terms of the fee. There are options when it comes to a flat fee versus a progressive fee. I made a few back-of-the-envelope calculations in respect of this matter, but do not hold me to them. If someone who is 60 years of age and who earns €20,000 per year is auto-enrolled in the scheme, they would spend about 6.36% of their contributions in administration fees over the course of their involvement in the …

State Savings Schemes

I join the Minister in that. I want to make sure auto-enrolment is as successful as possible. I am confident the investment side, in terms of the investment fees, has been very well handled. In terms of the value for money, the Minister has got a very good rate for people. On administration fees, and I will send this information to the Minister, it strikes me that people who are on the lower incomes - for example, somebody who is on €20,000 for the rest of their life - will spend approximately 3.24% of their contri…

Homelessness: Statements

Homelessness is a moral stain on our society, of that there is no doubt. I have watched over the past decade as the number of people becoming homeless and entering emergency accommodation has climbed each year and as increasing numbers of people, particularly younger people, beg in the streets. Even older people are not spared the impact of the failed housing policies of successive Governments. What society can claim to be fair when homelessness within it continues to climb? What Government could possibly hold its …
