On prevailing side: this member voted with the winning side in 17 of 353 decisive votes (0 abstentions excluded). This is the point of the site: contributions keep the party held on the day, not the one held now.

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I will deal with them now. Amendment No. 210 is similar to the previous amendment on the levy. It will provide additional clarity and certainty around who will pay the levy, when it will be paid, etc., to ensure that all those who should be paying the levy will be included by being more specific about the way we calculate it. I specifically mention advertising to ensure that companies are paying for advertising that targets Irish audiences. Obviously, there are channels that carry Irish ads. Amendment No. 212 provi…

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I thank the Minister for a very comprehensive response and for being open, whether on Report Stage here or on Dáil Committee Stage. It really does not matter, as we are all here for the common good to progress and strengthen the Bill and to make it workable. Whether it is in this House or in the Dáil, at the end of the day it will not matter that much. I heard an indication of openness to amendment No. 223 relating to independent production companies. I also heard an openness to amendment No. 215, which is about Ir…

National Cultural Institutions

National cultural institutions are a precious resource. They protect and preserve this country's memory. They are centres for performance and learning. In addition, they offer citizens and residents opportunities to unlock their creative potential. While the focus of this matter is capital allocations and progress with the Project Ireland 2040 plan, I must acknowledge that day-to-day operations and staff numbers have never recovered since the years of austerity. Such a situation remains a challenge for many of the …

National Cultural Institutions

I thank the Minister of State for that detailed response on behalf of the senior Minister, Deputy Catherine Martin. I encourage all our political and public representatives and staff in these Houses to visit these institutions, many of which surround this site. We can then have more champions for these projects and for the work of the institutions. I wonder how recent announcements around inflation, and such Government announcements around paying 70% of inflation costs, affect these projects or our national cultura…

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I welcome the prominence and availability of public service programmes and services in this Bill. This was discussed by TG4 and RTÉ at the committee. I just want to make the point. I do not have a question for the Minister. It is important to look at how many steps someone has to take when using the Sky box or the Virgin box to finally get to public service broadcasting or programming and to protect that in the future. It is a welcome part of the Bill. That is all I have to say.

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I move amendment No. 147: In page 76, between lines 26 and 27, to insert the following: “(da) online content by which a person makes available disinformation or false information which is intended to mislead;”. The Bill creates new categories of harm around things that have not been illegal per se , such as promoting eating disorders or online bullying, but which are very obviously harmful and must be regulated. An obvious omission here is disinformation or false information. Ms Frances Haugen appeared before the j…

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

The Institute for Future Media Democracy and Society in DCU called attention to the lack of reference to disinformation in the Bill. It noted that the implementation of the codes of practice around disinformation were within the remit of the media commission. The Minister has acknowledged that it will be the digital services co-ordinator but it felt it was appropriate that provisions be made in the general scheme of the Bill at that time. At the very least, I will ask whether we will need to revisit this legislatio…

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I will speak to amendment No. 164, in which Sinn Féin calls for the new media commission to produce a directive outlining appropriate minimum age requirements for children to create online accounts. I am thinking, in particular, about the metaverse here. These are obviously environments that present huge opportunities for education and learning but I am conscious that this is the most significant attempt we have made, alongside the Digital Services Act, to regulate the 2D screen, yet we know that when children and …

I move amendment No. 164: In page 79, between lines 3 and 4, to insert the following: “(2) The Media Commission shall produce a directive outlining appropriate minimum age requirements for children to create online accounts within 12 months of its establishment.”. I appreciate that the Minister and I want to get to the same place. I think we should legislate; we have put this in legislation. I know the Minister will ask the media commission to look at the issue. I will press the amendment on this occasion.

Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed)

I move amendment No. 173: "In page 82, to delete line 12, and substitute “children, having particular regard to the general public health interests of children.”." The marketing of nutritionally poor food has an effect on children’s consumption preferences. It has an effect on their purchase requests and on what they ask their parents and guardians to buy. It has an effect on what they choose to consume. It has an effect on their health. We need the regulation of marketing practices that incentivise the consumption…
