On prevailing side: this member voted with the winning side in 724 of 727 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Military Neutrality

Our Naval Service already monitors the shadow fleet so the very fact that this is now not being continued and the UN mandate is not continuing is because countries like Russia do not want us to. The Deputy is being disingenuous in saying that this is about our neutrality. There is nothing in this that impacts our neutrality. We were a neutral country before the triple lock was introduced and we will be a neutral country if and when this changes. I hope that we can change it as soon as possible.

Military Neutrality

I propose to take Questions Nos.132 and 133 together. I am pleased to discuss this issue and to expand on some of the areas that we have elaborated on. This key legislation is a priority for me and this Government but it is important that we have an opportunity in the House not just here during Parliamentary Questions but through the legislative process to debate certain elements of this Bill. There have been a number of calls for a public plebiscite or a referendum in relation to what is being proposed in the Bill…

Military Neutrality

We are seeing this happen on a number of fronts at the moment where there is a claim that Government is eroding our sovereignty and that we are allowing other people to essentially make decisions for us with the migration pact or now the triple lock. Currently, other countries, like Russia, which has been waging a war on European soil in Ukraine for almost five years - longer than World War I - could actually prevent us from keeping peacekeeping troops on missions. That is what has happened in the past two weeks al…

Military Neutrality

I am very happy to debate this with anybody. I am very happy to outline what is actually in the legislation. It will be published in due course. The legislation will be very clear. It will outline how we will deploy our troops for peacekeeping missions. It will outline how we will deploy them in line with UN principles and with international law. It will not allow for any other type of deployment that goes beyond those areas. It will allow for a smaller number of troops to be deployed to ensure that where our own c…

Irish Prisoners Abroad

I thank the Deputy. I am obviously aware of the case he has mentioned. It is important to stress that my Department, and in particular my team, have been providing consular assistance to Daniel since September 2025. We have a dedicated consular office in the consulate general in Munich which has been assigned to provide consular assistance to support Daniel but also his family, because I appreciate this is a difficult time for them. Staff in the consulate, including the consul general but also the deputy consul gen…

First, it is essential that any Irish citizen who finds himself in this situation be provided immediately with consular assistance, and that has been the case. I have said very clearly that our consular team on the ground cannot provide legal assistance. That is not the position it has. However, it is our role-----

Irish Prisoners Abroad

Absolutely. It is our role and duty to make sure the detainees are treated in the appropriate way. Daniel is in a pre-trial facility. He is being treated the same as others. I appreciate how difficult this is. The most important thing is that the facts of the trial are borne out. The Deputy has outlined some of what has happened. It is for the trial judge and the system itself to make sure all the facts are borne out. While the Deputy might not agree with the particular legislation under which Daniel has been charg…

Irish Prisoners Abroad

I cannot be any clearer in what I am saying here. It is our role and responsibility to make sure that citizens, when they have been arrested and detained, have access to consular assistance. I am saying very clearly to the Deputy that this has been happening. There has been direct engagement with Daniel with a view to making sure he is in good health and is being treated well. That is exactly what he has conveyed and relayed.

He is in a pre-trial detention facility. I fully agree with the Deputy that this should not go on indefinitely. However, as the Deputy and every other Deputy in this House well knows, it is not for me to determine when a trial in another country should take place. What I have said to the Deputy is that I will raise this directly with my German colleague when I meet him on Friday, but I cannot, nor can any Deputy here, intervene in respect of when a trial is set and how its outcome is presided over. What I can be cl…

Middle East

I thank both Deputies for raising this matter. I do not believe there is a single person who saw the footage yesterday who could not but be appalled by what they saw. The Deputy is right that this is just another act by the Israeli Government among a string of acts we have seen over recent weeks, months and, indeed, years. The Irish Government has been consistent in its approach, and I, as Minister in recent months, have been consistent in mine. I have said very clearly that I will commit to bringing forward the oc…

Middle East

That is exactly what we are doing. We are taking a little time to build a consensus. At a European level, I have been sitting around the table for the past few months. Months ago, there was no discussion of how we would move or impose sanctions. There was nothing. Sanctions have been on the table at the Commission since last year. I have, with colleagues from Slovenia and Spain, over recent weeks and months, pushed for this issue to be put back on the agenda. Because of that, what we agreed last week was sanctions …

I cannot be any clearer in saying that what I am advocating for and what I have been advocating for is that there would be a full ban on trade with the illegal settlements. That is not a proposal that has been put on the table by the Commission before now. The proposal on the table is that we would suspend the trade element of the EU-Israel Association Agreement. That did not have full support last year but that is now what we are discussing and it is very much what we discussed last week at the Council. However, I…

Passport Services

I thank those who attended the briefing yesterday. It was a good discussion and an opportunity to make sure that every Deputy is able to support their constituents, in particular where people need passports quickly for various reasons. I thank all of the team in the Passport Office. Every year the demand increases and there is huge pressure on the staff, so I thank them for the work that they do. Demand for passports from citizens in Northern Ireland has continued to increase and remain steady. To date in 2026, 12%…

Passport Services

I appreciate the points the Deputy made but we have to balance things as well. We have a really efficient office at the moment where we know that so far this year 97% of citizens in the North are applying through the online system. When we look at the overall figures, if 1% is using the counter service, it amounts to 496 - just under 500 citizens - that are using the urgent appointment service and the in-person service. The argument that the Deputy makes is not around distance because if a person is in Galway and t…

Passport Services

I am happy to follow up on that. I want to use my time to encourage people, particularly given the time of the year, to check their passports, look at the date and make sure that it is submitted in time. If they are travelling somewhere where they need more than six months, even if it is out by a day, it obviously causes difficulties, so the earlier they can check and apply for a passport, the better. While it has become a really efficient service, if someone is applying for a child for the first time, there are of…

Trade Agreements

I propose to take Questions Nos. 9, 35, 36, 44, 55 and 83. As was the case with my previous answer, there are quite a number of different things happening and I want to set things out clearly. From a European perspective and context, I will take the House back to last year. Prior to me coming into this Department and at a time when there was continuing escalating violence in Gaza and there was no end in sight, the Tánaiste, Deputy Harris, advocated for sanctions to be put on the table by the Commission that would s…

Trade Agreements

I thank the Deputies. It is important that it was asked what our longer term objective is. We cannot lose sight of that even though it seems impossible in some ways that a two-state solution would still be a focus and a priority. It has to be. That is why Ireland continues to be actively involved in the global alliance on the two-state solution. That is why I hosted, with others, a conference in Croke Park at the beginning of this year where we explained and set out our own experience of what has happened in the No…

If the Deputy does not want to hear the answer, that is fine. Even in the situation in Russia, we do not have the blanket ban that was being proposed on this. Let us be clear on that.
