I second the amendment.
On prevailing side: this member voted with the winning side in 11 of 342 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I second the amendment.
I second the amendment.
I move amendment No. 12: In page 10, between lines 11 and 12, to insert the following: “Amendment of section 7(4) of Act of 1994 8 . Section 7(4) of the Act of 1994 is amended by the insertion of the following paragraph after paragraph (a): “(aa) the degree to which the investment limited partnership will make a positive contribution to civil, social, economic or cultural life within the State;”.”.
I have retabled amendments Nos. 12 and 13 from our Committee Stage debate. They relate to the introduction of important civil, social, economic, cultural and environmental clauses into the investment policies of private financial actors who come together to form a limited partnership under this Bill. Amendment No. 12 will empower the Central Bank to, when considering an application for the authorisation of an investment limited partnership, set important conditions for ensuring that the new fund must demonstrate th…
I move amendment No.13: In page 10, between lines 11 and 12, to insert the following: “ Amendment of section 7(4) of Act of 1994 8. Section 7(4) of the Act of 1994 is amended by the insertion of the following paragraph after paragraph (a): “(aa) the degree to which the investment policies identified under paragraph (a) will support initiatives that contribute to domestic or international efforts to address the climate and biodiversity crises;”.”.
I second the amendment.
I have a quick question about these amendments. When survivors who have given testimony to the commission are contacted about whether they want their records redacted, will they also be provided with a copy of their testimony at that time?
It was about when survivors are contacted and whether they will also be provided with their testimony at that time.
I thank the Minister for being here this morning. It is never an easy topic to talk about and I am aware that the Minister is probably well briefed on the issue that I am talking about this morning. I will begin by saying that when I speak this morning to the subject, I am speaking about historical abuse in terms of St. John Ambulance. I am not speaking to any particular cases that are currently ongoing, any particular civil case or any other prosecution. A Tusla report, however, has indicated that the allegations …
I appreciate the Minister's response. It is comforting to know that conversations are happening in the background on how we can move forward and pursue this, even in terms of answering my request about an inquiry. I would like to put on the record why I mentioned a scoping inquiry. I looked at the Scally report, which I know related to CervicalCheck and which is a different issue, and it was a really good way to take a transparent and victim-led approach to reporting. As the Minister said, the incident is historica…
First, I would like to second Senator Ward's contribution on the changing of names. I have no interest in changing my daughters' names, but I have come up against the obstacles and complications that the Senator has highlighted. I have had many conversations on this issue. One stands out more than the others because it took place at passport control. I have one daughter who is a Wallace, one who is a Jones, and I am a Ruane. That has led to some very awkward conversations. Obviously, none of us look alike, which ma…
I wish to speak briefly on section 7 to ensure I can revisit some issues on Report Stage. I oppose this section because it proposes to extend section 6(4) of the Investment Limited Partnerships Act 1994 in a way that allows for the participation of limited partners in an advisory committee or gives limited partners the right to appoint someone to this position. This creates the new possibility of giving a limited partner the power to take part in the business of an investment partnership in a way that could challen…
I move amendment No. 2: In page 10, between lines 11 and 12, to insert the following: "Amendment of section 7(4) of Act of 1994 8. Section 7(4) of the Act of 1994 is amended by the insertion of the following paragraph after paragraph (a): "(aa) the degree to which the investment limited partnership will make a positive contribution to civil, social, economic or cultural life within the State;".". The Bill is offered as a modernisation of our laws in respect of certain private investment funds, essentially to allow …
At this point, I would like to withdraw my amendments. I want to go away and, between now and Report Stage, consider what the Minister has said in regard to how this legislation covers some of what I put forward in the amendments. I will withdraw with the right to resubmit the same content on Report Stage.
I move amendment No. 3: In page 10, between lines 11 and 12, to insert the following: “ Amendment of section 7(4) of Act of 1994 8.
I move: "That the Bill be now read a Second Time." I thank the Minister of State, Deputy Noonan, for attending and for his engagement with me on this important Bill over recent weeks. I will begin with some thanks. First, I thank my colleagues in the Civil Engagement Group for facilitating this debate today and for sponsoring this Bill with me. This was legislation I introduced in the previous Seanad. I thank Sinn Féin, the Labour Party, Senator Boyhan and Senator Norris, as well as former Senators Colette Kelleher…
I thank the Minister for attending. I oppose these amendments, especially amendment No. 7. I am speaking in response to the idea that we are honouring people's confidentiality and honouring our word to the survivors who came forward. Senator McDowell read out the invitation. If we listen to the contribution, we hear that they were told it would be confidential and that the information would never be public. They were never asked if they wanted it to be public. People wanted to give evidence in public to the commiss…
Senator McDowell has obviously admitted it already so he should go ahead.
I will pick up on a point Senator Dolan made. She said that this legislation is required for the data to be transferred. Our GDPR legislation allows for the transfer of data in the public interest. I would, therefore, like the Minister to explain why this would not already be allowed under the GDPR legislation. I am open to correction as I am only trying to find it now, but I believe section 43(3)( a ) of the legislation establishing the commission says that all documents created can be transferred. This legislatio…
I will speak to amendment No. 26. This amendment is a variation of the cross-party amendment No. 24 but its purpose is the same. It seeks to clarify how GDPR and the related sections of the Data Protection Act 2018 will apply to the database deposited with the Minister under this legislation. The Minister will be aware that Article 15 relates to data subject access requests and is the key principle that underpins our European and national approach to data protection. It is built on the straightforward idea that an …
