On prevailing side: this member voted with the winning side in 723 of 727 decisive votes (1 abstention excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Taoiseach's Meetings and Engagements

As part of his visit, the Taoiseach visited Villanova University, a critical university in terms of Irish athletics. For the past number of years, I have had an intern from Villanova working with me. Part of the success has been around the exchanges that have happened over many years. There had been a threat to the Fulbright programme. I am glad to say it is back on schedule. Recently, as the Taoiseach knows, the de Chastelain programme allowed for exchanges with Canada. I hope we can continue to build long-term re…

Regulation of Artificial Intelligence Bill 2026: Committee and Remaining Stages

I commend the Minister of State on bringing the Bill to this Stage. Before I speak to the specific amendments, which are around the governance and the board structure, it is important that there has been general collaboration, both at the AI committee and, even more generally, around what we want to achieve with this transformational technology, because what we are debating and talking about here does not impact on merely one Department. It is impacting on virtually all areas of society. On the collaborative cross-…

Regulation of Artificial Intelligence Bill 2026: Committee and Remaining Stages

It is unfair to say that the Minister of State has not been listening because I think she has. What I would say to Deputy Gibney is that the legislation provides for the formal appointment by the Minister following a process, which is pretty standard. In fairness, I recall this role being advertised on publicjobs.ie . LinkedIn actually recommended it to me at one stage. The closing date for this was at the end of March. It would be useful to assure the House, particularly if we are looking at this office being up a…

Regulation of Artificial Intelligence Bill 2026: Committee and Remaining Stages

I am proposing amendment No. 6 but it speaks to the broader set of amendments. It is about what the purpose of the artificial intelligence office is. I might thread the contentions of Deputy Murphy and Deputy Geoghegan. I agree somewhat with Deputy Murphy that if the role of this office and the ecosystem we are creating is a distributive regulatory model, our critical point is about ensuring that the existing regulators are strong enough to manage their own sectors and that this body is a co-ordinating and enabling…

Regulation of Artificial Intelligence Bill 2026: Committee and Remaining Stages

I agree with Deputy Geoghegan on that question. I appreciate the point the Minister of State made in response to my amendment but it is important to clarify what the role will be of the AI office when something falls between the designated competent authorities. I am conscious that the clock is running down, and my next point speaks to the fact that we did not get to talk to a lot of the other amendments, but I did get to raise, once again, that the Civil Service seems to have chosen to discriminate against county …

Pride: Statements

I often wonder why are we having these statements on Pride? I reflect in many ways on my own political journey and I remember that, as a student and young person, I saw Máire Geoghegan-Quinn decriminalise homosexuality. As someone who was very closeted at the time, that had a big impact on me in terms of challenging my own thinking. My experience, even though I never hid my sexuality, was that I ended up being outed by the media in 2006. What struck home to me about that was the support I got from family, friends a…

Regulation of Artificial Intelligence Bill 2026: Second Stage

I welcome this Bill and I thank the Minister of State and her officials for the work on it. I note that there was a fairly tight timeframe for amendments so I hope, on Committee Stage, there will be consideration of some of the issues here. While I commend the Minister of State on her understanding of the implications of AI right across society, I am concerned that there are certain Departments that have not yet got sufficiently up to speed and are not sufficiently invested in this area. To speak specifically to th…

Taoiseach's Meetings and Engagements

I wish the Taoiseach well during the time of the Presidency of the EU Council. When I submitted a parliamentary question to the Department of enterprise on a domestic issue, where I did not get a satisfactory response, the Department said that was due to competing work priorities, including the upcoming Presidency of the European Union. Given that in response to other parliamentary questions, 300 additional staff have been hired across all Departments for the EU Presidency, how can we ensure that the focus of the G…

Artificial Intelligence

As I understand it, it is proposed that the Government is going to proceed with a ban on access to social media apps for those under 16. While I am agnostic about this because the evidence is quite mixed as to its effectiveness, particularly regarding the ability of young people to get around such bans, it will not be effective on its own unless there is a major programme of education. I believe it is critical that instead of focusing on and placing all the pressure on children and young people, we instead look at …

Housing Provision

I thank the Minister of State for taking this issue on behalf of the Minister for housing. Arklow is a fine coastal town with Viking heritage but for a long time, its infrastructural development had been held back because of the lack of wastewater capacity. In May of last year, the Taoiseach opened the Arklow wastewater treatment plant, a €139 million project. It was completed six months ahead of schedule and within budget, so it was a good news story. The Taoiseach made clear at that opening the importance of such…

Housing Provision

I thank the Minister of State for the answer. As he knows, I am supportive. There is an extensive programme of building social and affordable homes right around the country. As he acknowledged, Wicklow County Council has been very good in north Wicklow. The key line in the answer the Minister of State gave was about the fact that there are no applications from Arklow. He went on to say that "this is clearly a matter that requires continued engagement and focus". Can the Minister of State name any other town in the …

Protection of Voice and Image Bill 2025: Second Stage [Private Members]

I move: "That the Bill be now read a Second Time." I congratulate the Minister of State on her new role and thank her for taking this Bill. I thank her and the Minister, Deputy Jim O'Callaghan, for agreeing to support the Bill and facilitate its movement to Committee Stage. I look forward to working with the Department to address the underlying issues within the Bill. I am happy to consider how we amend it to deal with some of the challenges that new technologies are posing to our digital identify. I am conscious t…

Protection of Voice and Image Bill 2025: Second Stage [Private Members]

I thank Deputies Ó Snodaigh and Ó Cearúil and the Minister of State for their contributions and their support. The Minister of State outlined the current legislative provision in this area but the reality is it is not working. If the legislation were working, we would not be seeing the proliferation of deepfakes and other continuing problems. While I acknowledge that the jurisdiction of Norwich Pharmacal orders has been extended to the Circuit Court, that is still prohibitive for many people, particularly those who…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

Are there plans to ensure that Uisce Éireann becomes more accountable to this House? The level of response and the slow rate of response to queries from Members of the Oireachtas is not acceptable. I would like the Taoiseach to commit to raising this with the chief executive of Uisce Éireann. The problem is that we are forced to table questions in this House and they are then disallowed, but we cannot get any answers from Uisce Éireann. I have specifically raised on a number of occasions plans for the development o…

Tourism: Statements

This is particularly important debate. It is a critical industry for our entire country. To start with, I want to praise the work of Tourism Ireland and Fáilte Ireland in terms of what they do to promote tourism in this country, build infrastructure and, indeed, build relationships. Specifically, to the Minister of State's own brief, given that people are increasingly going to be using AI platforms to plan their holidays, we need to look at a strategy around how we can ensure Ireland is well-positioned to be able t…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I am sure the Taoiseach will join with me in wishing the tens of thousands who are going to sitting State exams next week well. As we come towards the end of the school year, we must express our gratitude to school communities for all the work they do. School caretakers and secretaries are an essential part of those school communities. In September of last year, that they were forced to take to the picket lines. None of them wanted to be there. I would be grateful if the Taoiseach could provide an update regarding …

Ensuring our Skills, Training and Innovation Systems Keep Pace in a Changing World: Statements (Resumed)

Lamp lighter, town crier, water carrier, horse-drawn cart driver, washerwoman - these were all careers highlighted in the 1926 census, which was published recently. I am sure many here looked at the national archives and saw those roles. They were all skilled roles. What happened was that technology came along and replaced them over time. It is critical for any society when technology comes along that people do not stand like Luddites, as we heard some colleagues speak previously, but embrace the technology, avail …

I ask the Minister for Foreign Affairs and Trade for a report of the discussions and efforts to tackle hybrid threats and disinformation at the EU General Affairs Council on 11 May 2026.

Cybersecurity Policy

I thank the Minister for his response. We frequently underestimate the extent to which as a country we face hybrid threats and cyber threats. There are two areas I want to focus on. One is during our EU Presidency, when we hold events here in Ireland but also when we hold meetings of the European political community. There are also challenges and responsibilities for us, as TDs and Senators. We are at risk of hybrid attacks during the EU Presidency. We have heard at the AI committee the extent to which we are ready…

Cybersecurity Policy

I welcome the co-operation between ourselves and our European partners but the Minister of State will be aware that during the Danish Presidency in the second half of last year, we saw a number of efforts by drones to interfere in and disrupt an EU Council meeting. I have no doubt we will see that again by malign actors during our Presidency. I would also ask - I am really serious about this - about efforts by malign states to influence Oireachtas Members, which will in various ways and through various inducements …
