On prevailing side: this member voted with the winning side in 732 of 736 decisive votes (1 abstention excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Work Permits

I smile when the Minister of State mentions that the number of applications for work permits in September 2021 represented a 41% increase on September 2020, given that people were not allowed to travel and that we were in the middle of some of the big Covid challenges. I am disappointed, although I appreciate that the Minister of State is answering on behalf of his colleague. The name of the Minister of State's Department is the Department of Enterprise, Trade and Employment. If we want to support enterprise then w…

Like Senator Craughwell, I too, once again, call for a debate on our policy on China. I remain disappointed by the approach of the Department of Foreign Affairs in regard to the Richard O'Halloran case. It is clear there has been no progress made. It is now a matter of urgency on a whole range of issues, including the genocide against the Uyghur, the treatment of the Tibetan minority and what has been happening in Hong Kong. We need to have that debate on China. I also want to raise a question of abuse of power clo…

Like Senator Dolan, I wish all of the participants in the finals of the Community Games well. As somebody who has taken part in activities run by the Community Games, I can attest to the fact that it is a wonderful organisation.

An tOrd Gnó - Order of Business

I wish to refer to a crucial decision that the Minister for Agriculture, Food and the Marine must make about the basic payment system. Under the Common Agricultural Policy, as we know, he was successful in that we have maintained a certain level of discretion that allows us to make our own call on the level of convergence. It is important that we continue to support the productive farmers in this country. I do not believe that we should go beyond a rate of 85% convergence. Even if we moved to a rate of 85% many far…

Further and Higher Education

I thank the Minister of State for coming to the House to take this matter. He will be aware the Cassells report was published in 2016. For five years, it has been kicked to touch, but having sought advice at European level, we did get an assurance from the Minister for Further and Higher Education, Research, Innovation and Science that we will finally come to crunch time - I believe the phrase he used was "this is the year" - and that there would be an update published this autumn on how we are proceeding with impl…

Further and Higher Education

I welcome the fact that the Department has that report but my question is when we will see publication. It is important we have an open debate on this and that all the stakeholders are involved in the process. The Minister, Deputy Harris, has previously promised that the report would be published this autumn. Given the critical nature of investment in this sector, as the Minister of State himself outlined, that report needs to be published quickly. As for Ireland's very specific international offering, our economic…

An tOrd Gnó - Order of Business

I will raise again the need for a debate on how technology is changing the world of work and, indeed, all aspects of our lives. I do so in a couple of contexts. The Leader will be aware of the testimony of Frances Haugen before the US Congress. She is the Facebook whistleblower who revealed a number of things many of us have heard about Facebook and some of the other social media companies. It is very clearly the case that Facebook has put company above country and, in many ways, above ethics. I raised this issue p…

Ba mhaith liom dhá cheist a ardú inniu. I wish to raise the question of foreign births registration, which is the responsibility of the Department of Foreign Affairs. Prior to Covid, it took 12 to 18 months to process applications, but during Covid the whole process was frozen. There was no progressing of any of the applications, and anyone who now wants to register a foreign birth for the purpose of naturalisation as an Irish citizen cannot do so. The Department of Foreign Affairs simply will not accept applicatio…

Yes, and I am sure that if Senator Mullen had a ticket, rather than going to Bellewstown, he would be there tonight.

An tOrd Gnó - Order of Business

A very serious issue is raised, though, because the night-time industry has been closed for 18 months. Nightclubs have not been open. I refer to the licensing fee legislation and the fact that so many late bars and nightclubs now have to pay for special exemption licences after the difficulties they have been through. Because they have to pay for them in advance, I do not think it is unreasonable to ask that there be at least a moratorium on these, if not their complete abolition, in the context of the Government's…

Interim Report of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the European Union: Motion

I thank the Deputy Leader for chairing our Brexit committee. For all my colleagues, it has been a very useful and informative engagement. I thank the Minister and the Department officials for their work. One issue we all felt was important, and I am sure the Minister will appreciate it, is that in the past on the fringes of EU summits, it was always possible for Irish Ministers and UK Ministers to engage but that opportunity is no longer there. It is really important that those links, whereby there is engagement no…

I endorse the remarks of Senator Black around the importance of music and the arts. As she said, it is great that gigs are back and events are starting to happen again. Things have been difficult and we need to support the sector as it reopens. I want to raise the question of pensions. I am concerned by some of the very populist debate that is happening around pensions at the moment and that we are not thinking sufficiently long-term. Those who will sit their leaving certificate next year will probably not retire u…

Housing For All - a New Housing Plan for Ireland: Statements

I thank the Minister for coming in to take this issue. The crucial question around Housing for All and the document the Government has published is not the reaction in these Houses, it is the reaction on the ground. Since it has been published, I get asked to explain the scheme, how it will work, whether one will be able to qualify for an affordable home in one's position and how the shared equity scheme operates. It is essential that we start to roll those out. The big difference now is that local authorities have…

Water Pollution

I wish to raise the contamination of the water supplies at Gorey and Ballymore Eustace recently. The Minister of State will be aware of the report of the Environmental Protection Agency, EPA, which was quite damning of the failures of the relevant authorities. What is particularly important is the need to restore public trust in our public water supply. I will refer to the incidents in Gorey because I experienced them. From engaging with people in the local community, I know exactly what happened. It is now clear t…

Water Pollution

I thank the Minister of State, who is aware that reports will come quite soon from the HSE on the scale of the medical problems that arose in the course of this period. We know that at least 52 cases have been reported but there may be more. I hope the report will be published as quickly as possible. It would be appropriate at that time for the Minister of State or the Minister, Deputy Darragh O'Brien, to come to the House to discuss the report's findings. I was on "Morning Ireland" on RTÉ Radio 1 yesterday and I h…

Senator Hackett waxed eloquently about the towns in the midlands on The Irish Times shortlist of best places to live. I remind Senators that Gorey is also on that list. However, I will let its reputation speak for itself. During the summer, we experienced the passion and joy of the Olympics. On behalf of the House, I congratulate all our Olympians and Paralympians on their achievements and how proudly they represented us. The House should write to the Olympic Council of Ireland to express that view. It is also appr…

Bullying and Sexual Harassment in Third Level Institutions: Motion

Like others, I would like to compliment Senator Ruane, not just for bringing forward this motion but for her continuous work within this area. I know to praise the Minister as well because he has taken a specific leadership role on this. It is essential that our universities and higher education institutions, as Senator Dolan has said, are safe spaces, regardless of one's background, gender, sexual orientation or race. They should be safe places if one is a student, a member of staff, a researcher or a visitor to a…

Health (Amendment) (No. 2) Bill 2021: Second and Subsequent Stages

I thank the Minister for coming into the House again. I want to ask a number of questions before talking more generally about the legislation. This is about the broader area of the hospitality and entertainment sectors and plans for reopening more generally. It is important to these groups that clarity is provided. There were plans that theatres, arts venues and other similar indoor entertainment venues would be able to allow up to 100 patrons entry in the coming weeks. I would be grateful for clarity on if or when…
