We move to group 15, adding so-called flashing-related offences to the schedule of offence-specific harmful online content, which is the subject matter of amendments Nos. 108 to 114, inclusive.
On prevailing side: this member voted with the winning side in 376 of 380 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

When is it proposed to take Fifth Stage?
Is that agreed? Agreed.
It has been an extraordinary piece of work, so well done. Senator Carrigy has spoken of his high esteem for the Minister, so I echo the comments of others.
I welcome the Minister of State, Deputy Noonan. I have spoken with the Minister for Health this morning and I appreciate that he is before the Oireachtas Select Committee on Health to discuss the Estimates. In recent days I have received an awful lot of emails relevant to the matter I am raising and I am grateful to the Cathaoirleach for choosing it for discussion. It is the provision of community neurorehabilitation teams. If we go back to the 2019 implementation framework on a national strategy and policy for the…
I thank the Minister of State. My understanding of the implementation model was that CHO 6 and CHO 7 would be the locations for the two demonstrator projects. To clarify, nothing is in place as yet but those CHO areas will be the locations for the first demonstrator projects. That is my understanding, based on the reply of the Minister of State. Are there recruitment issues? Is there a shortage of candidates for recruitment to the five disciplines required for the teams? There is a chronic shortage of staff in the …
Before I call on the Minister of State, I welcome the students from Rockbrook Park School and Deputy Francis Noel Duffy to the Seanad. They get to see it at its finest this morning as the Minister of State responds to the Senator's impassioned pleas on this matter.
Thank you, Senator.
Thank you, Senator.
The Senator has had his time.
You should have respect for everyone else's time as well.
The Senator was very efficient previously.
I had the honour on Monday of opening and welcoming participants to a workshop conference held in Bru Youth Services in Crumlin. The forum was organised by Paula Leonard of the Irish Community Action on Alcohol Network, ICANN, which is the alcohol forum. It was attended by members of the local drug and alcohol task force in my area of Dublin 12 and by people from the WHO. Several striking aspects arose. We first watched a video prepared by the Canal Communities and the Dublin 12 drug and alcohol task force. This hi…
I respectfully disagree with Senator Warfield regarding the rushed nature of this debate. Every week since we began Committee Stage, we have received emails asking when this Bill will be back on the agenda and reminding us of the urgency involved. The most important sections of the 2015 Act were, regrettably, never commenced. There is nothing rushed about the legislation. However, it does contain elements with which we are all uncomfortable and that we wish could be resolved quickly. I am mindful that there is an i…
I would not presume to assert myself on more than one occasion in accordance with this, so I do not need correction on it.
Trusting me would have been a nice instinct in the first instance.
I can understand the concerns on this point. I went over and back on this. Maybe it comes from decisions of the High Court. They tend to go on and make statements that sometimes seem irrelevant or unnecessary or involve an additional underscoring of a situation. This feels like it is underscoring the inherent jurisdiction of the High Court. It removes the necessity of interpretation when decisions need to be made urgently and someone's liberty is in question and ensures there is no need for a hearing on the interpr…
