The difficulty facing farming is that under the old CAP, Pillar 1 payments amounted to €5.975 billion in Exchequer and EU funding. I concur with other Members. It is vital to measure the carbon sequestration that is taking place in the agriculture sector. It is impossible to say that there is an obligation relating to carbon emissions if we do not also recognise the level of carbon storage.
