On prevailing side: this member voted with the winning side in 1,003 of 1,012 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Social Welfare Benefits

I agree with the Senator that we need to ensure that older people are not left behind in an increasingly digital world. In this regard, I commit that the Government will not be found wanting. The Senator rightly cites and commends the volunteers of ALONE. It is a brilliant organisation to which we are all indebted. As previously outlined, the Department of Social Protection provides targeted payments to help people with their household costs, including fuel allowance, the living alone allowance, the household benef…

Driver Test

I am very grateful to Deputy Murphy for raising this. From a road safety perspective, it is vital that learners are encouraged to complete the learning-to-drive process and become fully qualified drivers, and that people do not hold learner permits without ever taking a driving test. The RSA has a communication plan to engage with multiple learner permit holders. This will provide clear, targeted information to affected learners setting out the changes and providing information regarding testing options and support…

Irish Unity: Motion [Private Members]

I thank the Opposition for tabling this motion. Commitment to the reunification of the country is a founding principle of the Government. The Government holds an aspiration for a united Ireland in common with the Opposition and, in the spirit of this debate, I underline the fact that we are not opposing this motion. Every Irish Government must be guided by Article 3 of the Constitution, which states: It is the firm will of the Irish nation, in harmony and friendship, to unite all the people who share the territory …

Irish Unity: Motion [Private Members]

-----but in east Belfast we were called much else. We were Lundys. We were Free Staters. We were Fenian scum. That was the language too many of us know in this House. I fear it is creeping back in. We need to take the responsibility, all of us who believe in a truly united Ireland, to call it out from all angles. It is important to acknowledge that we support the Good Friday Agreement in full. When we speak about the future of this island, we need to take great care with the words we choose and how we speak about t…

Humanitarian Access

I thank Deputy Ó Laoghaire for this pertinent question. The Government remains deeply concerned by the devastating conflict in Sudan, which has led to the world’s worst humanitarian crisis. More than 150,000 people have been killed and some 12 million people have been forcibly displaced. The conflict continues to have a catastrophic impact on civilians. Despite reports of better access in some areas in recent months, an already dire humanitarian situation is worsening due to large-scale displacement, with millions …

Humanitarian Access

To be frank, the two main parties to this conflict - the Sudanese Armed Forces, SAF, and the RSF - show absolutely no signs of willingness to negotiate a ceasefire, let alone a peace agreement. The conflict is becoming increasingly internationalised with external actors involved, refugee displacement and spillover risks, including in neighbouring Chad and South Sudan. Since the beginning of 2025, the SAF has made significant military gains and ousted the RSF from Khartoum. The RSF holds most of Darfur and has been …

Humanitarian Access

Ireland is gravely concerned by reports that arms continue to reach parties to conflict in Sudan despite existing UN and EU embargoes and sanctions. Specific allegations of embargo and sanction violations are primarily pursued through the appropriate multilateral forums, including the UN Security Council, the European Union and the relevant UN sanction committees. Through these channels, Ireland continues to call on all parties to comply fully with their obligations and to refrain from any action that could fuel fu…

Ukraine War

I am grateful to Deputies O'Meara and Lahart for raising this very timely issue. Ireland condemns Russia’s escalation of large-scale aerial attacks on Kyiv and other Ukrainian cities. In recent weeks, Russia has launched thousands of drone and missile attacks into Ukraine, some of which have been the largest aerial attacks since the start of the war, resulting in high numbers of civilian casualties and large-scale destruction of civilian infrastructure. According to President Zelenskyy, on Thursday, 16 October, Rus…

Ukraine War

Another figure that the Ukrainian ambassador cited was that 1,000 drones are being built every day in Russia. Those drones are not being used for delivering a cup of coffee or medicine, we all know that, stark as it is. The sanctions package is very interesting. An Irishman, David O'Sullivan, has the EU responsibility of monitoring sanctions and seeing how they impact. I attended a Foreign Affairs Council meeting in May when he provided his report which showed that yes, the sanctions are having an effect, not only …

The primary role of the de-mining is in respect of training Ukrainian civilian authorities to clear mines. This is done by members of the Defence Forces. Ireland has a particular expertise globally in de-mining. We have been to the forefront of a number of training missions across Africa. We are still active in Uganda through the United Nations. In the last two years the Defence Forces acquired new de-mining equipment that is top of the range, to ensure that our Defence Forces officers are able to implement that, n…

Trade Agreements

I am very grateful to Senator Higgins for raising this Commencement matter. I genuinely welcome the opportunity to clarify the concerns raised by the Senator about information provided to the House in the debate on Commencement matters on 3 September. At that time, the Senator asked the Minister for Foreign Affairs and Trade to update the House on Ireland's position regarding the amendment of an agreement between the EU and Morocco. I wish to underline that the process to conclude the Council's decision concerning …

Trade Agreements

It is fair to say that the handling of this matter fell below the standard we would expect across these Houses and within the Government. The late submission of documents by the European Commission so close to the 4 October deadline left member states in a difficult position. I wish to reiterate to the Senator that Ireland's long-standing position on Western Sahara is one of full support for the UN-led process to achieve a political solution to this long-standing dispute and full support of the right of the Sahrawi…

Support for Ukraine: Motion

I sincerely thank the proposer and seconder for tabling this motion and Senators for engaging constructively with the amendments. I join in the welcome to our dear friend the Ukrainian ambassador, Larysa, and our friends from Tiglin in Greystones and beyond in the Gallery. They are welcome, not just Leinster House, the people's house, but also to Ireland for however long they need to be here. It is over three years since Russia's unprovoked and unjustified war of aggression against Ukraine brought large-scale confl…

Financial Resolution No. 5: General (Resumed)

I am due to be sharing time with other Deputies, who will no doubt be here imminently. We are splitting 25 minutes between four of us. On a serious note, before I commence this debate, I sincerely and personally commend the work of the Minister of State, Deputy Butler, who has left the Chamber. That sentiment was echoed by the Ceann Comhairle. Her closing line was an appeal to men of my generation - I am a man of a certain age - to mind not only their own mental health but that of those around them. It cannot be sa…

Situation in Gaza: Statements

I thank all Deputies for their very sincere and heartfelt contributions to what is, once again, an extremely difficult debate that has taken place against the backdrop of a genocide and a famine unfolding on our television screens or on our mobile phones in our pockets. Let me be clear from the outset: there is no room for ambiguity. The war in Gaza must end. There must be an immediate ceasefire. The unconditional and immediate release of hostages held by Hamas is an absolute imperative. Israel must fully lift the …

Global Sumud Flotilla: Motion

I join with everyone in acknowledging the friends, family and supporters of those on the flotilla who join us in the Gallery. I thank them as representatives of their loved ones, but also for their own advocacy. In closing today’s session, I echo the sentiments expressed throughout the House in conveying my deep concern over reports of attacks on the flotilla and take this opportunity to reiterate that no unlawful or violent acts should be undertaken against those involved. In his earlier remarks, the Tánaiste set …

Humanitarian Access

I genuinely and sincerely thank Deputy Crowe for tabling this very timely Topical Issue. Even though it is a late hour, it is the most appropriate opportunity to talk about a key aspect of a vicious and bloody conflict that has seized the Irish and global body politic for quite some time, particularly since the horrific events of 7 October, followed by the brutal and unacceptable response of the Israeli Government. The latest statistics are even worse than the Deputy laid out. The humanitarian situation worsens dai…
