On prevailing side: this member voted with the winning side in 497 of 504 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Middle East

As I have said, if we had this debate last June people would have predicted that in July Prime Minister Netanyahu would have moved ahead with annexation of parts of the West Bank, and possibly even the Jordan Valley. That did not happen because of international pressure. The perception was that Israel had been given the green light to do that and it did not. It was talked out of doing so by powerful allies of Israel but also by very direct messaging from the European Union, in which Ireland was very much involved i…

EU-UK Negotiations on Brexit: Statements

I am grateful for the opportunity to update the House on developments in recent months with respect to Brexit. As I have said previously in this House, despite the continued focus of the Government, and the country, on the unprecedented challenges posed by the Covid-19 pandemic, Brexit also poses an unprecedented challenge for Ireland. The Government’s focus and strategy, with regard to the implementation of the withdrawal agreement and the protocol on Ireland and Northern Ireland, the future of the relationship be…

EU-UK Negotiations on Brexit: Statements (Resumed)

The Minister of State, Deputy Byrne, was meant to do the summing up but is unable to as he is waiting for a test result, having been abroad. He is complying with the protocol for officeholders and is waiting for a test result. I am sure it will be fine because I spoke to him this morning and he is in good health. I will try to respond to the debate. I thank everybody for contributing seriously to these statements on Brexit. I understand the anger and the frustration, particularly with regard to the UK Internal Mark…

Withdrawal Agreement Between the United Kingdom and the European Union: Motion

I would normally only intervene after a number of other speeches were made, but I have legislation in the Dáil as well at about 6.20 p.m., so for that reason I am anxious to try to contribute to both debates if I can. There will be a Minister to replace me for the end of this motion. I am grateful for the opportunity to address the Seanad and to express the Government's strong support for this motion. The solidarity and support of the Oireachtas in recent years has been an important part of addressing Brexit's chal…

Withdrawal Agreement Between the United Kingdom and the European Union: Motion

It is okay. Clearly, any unilateral departure from the terms of the withdrawal agreement is not acceptable as such a departure could seriously erode and damage political trust in Northern Ireland, if it has not already. It also seriously damages the trust needed to deliver a successful outcome to the future relationship negotiations. The Commission has clearly stated that violating the terms of the existing withdrawal agreement would put at risk the ability to put a new agreement in place. I was particularly concer…

Defence (Amendment) Bill 2020: Second Stage (Resumed)

I hope I will be able to answer some of the questions that have been raised, even those that are not directly relevant to the legislation but this is an opportunity to address some Defence Forces issues. I thank all Members of the House who spoke for their constructive contributions and comments during the course of the debate. I am pleased to have an opportunity to bring the Bill before the House. As I stated in my opening remarks, although it is a relatively short Bill, it addresses some important issues. Before …

Brexit Negotiations

I welcome the opportunity to address Members of the House on this important issue. As Members will be aware, negotiations on the future partnership between the EU and the UK are ongoing. The eighth round of talks is taking place this week in London. In accordance with the EU negotiating mandate, as Michel Barnier has repeatedly underlined, and as the Commission President, Ursula von der Leyen, stressed yesterday in her statement on the matter, progress on the future partnership is inextricably linked to the full im…

Brexit Negotiations

I reassure Deputies that there will be no appeasing of this approach. There will be no condoning a strategy that proposes to breach international law and undermine an agreement that the EU and UK signed together less than a year ago. That is why I, the Taoiseach, and others from various different political parties in this House, both in government and in opposition, have been saying similar things and expressing frustration and, quite frankly, surprise at the approach that it seems the British Government is proposi…

Defence (Amendment) Bill 2020: Second Stage

I move: "That the Bill be now read a Second Time." I am pleased to present this Bill to the House. As Deputies may be aware, the Bill was published earlier this year but it was not possible to progress it before the dissolution of the previous Dáil. Although it is relatively short, the Bill addresses some important matters. Before dealing with the detailed provisions, I will outline briefly the background to the Bill. From time to time, there is a requirement to amend the Defence Act 1954, the primary Act relating …
